About this file

This is an administrative conditions document for the Environmental Protection Agency (EPA) Clean Ports Grant program outlining mandatory compliance requirements for grant recipients. The document establishes general terms and conditions that all recipients must follow, available through the EPA's website, in addition to any assurances, certifications, and award-specific terms. Recipients are required to submit various reports, including Federal Financial Reports (SF-425) and MBE/WBE reports (EPA Form 5700-52A), along with quality assurance documents, workplan revisions, equipment lists, programmatic reports, and deliverables to designated EPA personnel. All correspondence must be directed to the appropriate EPA contacts: Emily Crawford-Block (Grant Specialist) for general matters, certifications, indirect cost rate agreements, budget amendments, and recipient information updates; and Sara Key (Project Officer) for quality assurance documents and programmatic deliverables.

Recipients must complete mandatory EPA Grants Management Training for Applicants and Recipients and How to Develop a Budget training within 90 calendar days of the award date, with notification to the Grant Specialist required upon completion. The document references RAIN-2024-G01 for additional training guidance and directs recipients to the EPA's grant terms and conditions repository for year-specific requirements. No specific funding amounts, pricing terms, or set-asides are detailed in these administrative conditions, as they serve solely to establish procedural compliance frameworks and reporting requirements for Clean Ports Grant administration.
