About this opportunity

The Texas A&M University System (A&M System) issued Request for Proposal (RFP) CIO-26-261 on March 24, 2026, seeking a cloud-based Student Information System (SIS) Software as a Service (SaaS) solution for Texas A&M University-Victoria, with potential expansion to other A&M System member institutions. The procurement targets an integrated, scalable SIS addressing eight Level 1 business capabilities including academic support, learner recruitment and admissions, enrollment management, student financial aid and billing, operational reporting, and service delivery functions. Vendors must demonstrate experience providing SIS solutions to multi-institutional university systems and R1-designated research institutions in North America, with minimum ten years of business operation and relevant implementation experience. The solution must support multiple grading scales, student self-service scheduling and registration with preference collection and lottery functionality, degree application processing, financial aid processing on a Scheduled Aid Year basis, and integration with existing systems including Velocity payment processing, Workday HCM, FAMIS financial management, and Canvas learning management. Proposals must include organizational qualifications, functional and technical solution descriptions, completed exhibits (vendor information, scope and use case alignment, technical requirements, critical reports inventory, pricing, HECVAT assessment, and VetHUB subcontracting plan), pricing templates with unbundled costs across licensing, implementation services, and integrations, and proof of accessibility conformance. The proposal deadline is 2:00 p.m. Central Time on March 31, 2026, with submission via email to soprocurement@tamus.edu; the question deadline was March 9, 2026, and Addendum No. 1 was released on March 23, 2026. Evaluation will be based on best value considerations including demonstrated competence, solution capability to meet functional and technical requirements, reasonableness of fees, and other factors deemed relevant by A&M System procurement officials.

The procurement requires compliance with Texas-specific mandates including TX-RAMP cloud certification, cybersecurity training completion, FERPA compliance, and PCI DSS compliance where applicable. Vendors must also complete a HUB (Historically Underutilized Business) Subcontracting Plan form demonstrating good faith efforts to subcontract with Texas-certified HUB vendors, with a service-disabled veteran business utilization goal of 2%, and allow at least seven working days for HUB subcontractor responses prior to bid submission. The current SIS environment includes Oracle PeopleSoft Campus Solutions at A&M University-Victoria (being replaced), Banner systems at most other A&M System members, and over 200 ancillary applications requiring integration consideration; vendors must conduct independent due diligence regarding existing application inventories and data source requirements. Texas-based vendors receive preference if other considerations are equal. The resulting contract will be effective for five years from execution with an option to extend for one additional five-year term under mutually agreed-upon conditions. The A&M System collectively serves 141,354 undergraduate students, 35,639 graduate students, 12,340 average annual transfer students, and 6,553 non-degree students across eleven member universities with 6,884 full-time faculty and 2,618 part-time faculty; target go-live for full implementation is August 2028. The RFP does not specify a total contract value or budget range, requiring vendors to submit fixed-price proposals with all costs clearly unbundled across software licensing, implementation support services, system integration, and third-party solutions.
