About this opportunity
West Texas A&M University (WTAMU), through SSC Services for Education Facilities Services, is procuring roof replacement services for three campus facilities located in Canyon, Texas: the Jack B. Kelly (JBK) Student Center, Classroom Center (CC), and Cornette Library. The procurement encompasses multiple scope packages including polyisocyanurate and modified bitumen roof replacement, shingle roof replacement, polycarbonate panel replacement, and roof coating applications across nine base proposals. The scope of work includes removal of existing roof systems to deck level, installation of insulation boards and cover boards, application of new roofing membranes, replacement of metal flashings and accessories, and disconnection and reconnection of HVAC, electrical, piping, and gas line systems. All work must comply with NRCA, SMACNA, and ANSI/SPRI standards and manufacturer guidelines, with gas lines tested and certified by master or licensed plumbers. Bidders must be approved applicators by primary coating manufacturers and must provide evidence of approved applicator status, lists of successfully completed similar projects, and requested financial information. For acrylic coating work specifically, the primary coating manufacturer must have at least 20 years of experience producing roof coatings and waterproofing materials and must be an associate member in good standing of the National Roofing Contractor's Association. The pre-proposal meeting was held on February 12, 2026, at 10:00 AM, with proposals due by February 26, 2026, at 2:00 PM at SSC Service Solutions WTAMU Physical Plant, 2401 Russell Long Boulevard, Canyon, TX 79016. Evaluation criteria include total bid cost (51% weight), construction time (10% weight), technical proposal (24% weight), and qualitative factors including litigation/claims history, safety/risk assessment, and quality control (10% combined weight). The project was awarded to CS Advantage with a base bid of $3,580,000.00 and a proposed construction schedule of 150 days.
A Historically Underutilized Business (HUB) Subcontracting Plan is required, with monthly HUB Progress Assessment Reports required with each pay application, indicating designated set-aside requirements for disadvantaged enterprises. The awarded contractor, CS Advantage, was selected following a best value evaluation process where seven contractors submitted proposals; initial highest-ranked contractor dGen Energy was rejected due to non-compliance with specification requirements for ISO insulation adhered using low-foam adhesive, and AG & Sons was disqualified for non-compliance with solicitation requirements. Warranty provisions include a twenty-year non-delegable limited (NDL) manufacturer's warranty and two-year contractor's warranty for most roofing systems, with five-year warranties required for acrylic coating applications and ten-year material warranties from coating manufacturers. New metal components, including coping caps, flashings, and accessories, must be prefinished aluminum or composite materials matching existing gauges and finishes or selected by the owner from available options. Technical inquiries regarding construction documents should be directed to A/E Contact Greg Carroll at Armko Industries, Inc., and HUB-related questions should be directed to Bryon McCafferty at WTAMU; all questions regarding the submission process should be directed to SSC Project Manager Stephanie Young.
