About this opportunity

The Texas Health and Human Services Commission (HHSC) and Department of State Health Services (DSHS) issued Invitation for Bids (IFB) No. HHS0016767 on May 15, 2026, seeking a contractor to provide comprehensive warehouse storage and transportation services in San Antonio, Texas (Bexar County). The scope includes climate-controlled storage facilities (minimum 10,000 square feet maintained between 59-86 degrees Fahrenheit) and non-climate-controlled storage (minimum 25,000 square feet) for medical supplies, pharmaceuticals, and materials required for public health emergency response, training, and exercises. Services encompass receiving, storing, picking, packing, and shipping inventory; maintaining a barcoding-capable inventory management system; conducting annual inventory counts; operating five or more loading docks; providing office space for DSHS staff; and providing 24-hour operational capacity with deployment transportation capabilities. The facility must be accessible in all weather conditions and located within Bexar County. Minimum qualifications require three years of relevant warehouse and logistics experience, with bidders obligated to submit three verifiable references for similar contracts completed within the previous two years. The questions deadline was May 21, 2026 at 10:30 AM Central Time, and the bid response due date is June 8, 2026 at 10:30 AM Central Time, with an anticipated contract start date of July 1, 2026. The initial contract term runs through August 31, 2027, with three optional one-year renewal periods through August 31, 2030, plus one potential one-year extension, all subject to HHSC discretion and funding availability. Pricing must be firm and fixed throughout the contract life using the provided Exhibit C Pricing Sheet, with all-inclusive unit rates for annual storage per square foot, hourly equipment operation rates, packing materials, warehouse labor, and per-pound transportation pricing.

Respondents must submit a completed Historically Underutilized Business (HUB) Subcontracting Plan demonstrating good-faith efforts to achieve a 26.0% HUB utilization goal, with identified probable subcontracting opportunities in automated information systems services, warehousing management services, transportation and freight services, and warehouse rental or lease activities; failure to submit a compliant HSP results in disqualification. All respondents, regardless of HUB certification status, must complete the HUB Subcontracting Plan using one of five methods: utilizing only HUBs for all subcontracting, participating in the Mentor-Protege Program, meeting or exceeding the HUB utilization goal with mixed subcontractors, conducting formal solicitation with minimum seven working days' notice to at least three HUBs and two trade organizations, or performing all services without subcontracting. Contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability ($1,000,000 per occurrence), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000). Historical spend for comparable services totaled $3,797,043.41 from June 1, 2021 through July 31, 2026, provided as guidance only and not representing guaranteed volumes or award values. Submissions must include Exhibit A (HHS Solicitation Affirmations), Exhibit B (Contract Affirmations and Uniform Terms and Conditions), Exhibit C (Pricing Sheet), Exhibit D (Bidder Reference and Contractor Qualifications Form), and Exhibit G (HUB Subcontracting Plan), with the option to submit electronically through the HHS Online Bid Room or in-person at the Procurement and Contracting Services office in Austin; no volume, usage, or compensation guarantees are provided, and all contracts remain subject to appropriations and fund availability.
