About this opportunity

The Texas Health and Human Services Commission (HHSC) is soliciting qualifications through Request for Qualifications (RFQ) No. HHS0016750 for a single contract to provide specialized residential health services for an elderly, medically complex individual with moderate to severe intellectual disability residing in Denton County. The procurement seeks a qualified provider to manage, coordinate, and deliver comprehensive health care, dental care, and 24-hour community-based residential services at the individual's leased residential property. Key deliverables and service requirements include comprehensive and functional assessments, specialized behavioral training, case management, crisis services, and development of individualized age-appropriate goals in social functioning, living skills, and work opportunities. Respondents must demonstrate a minimum of five years of operational experience as either a Home and Community-based Services provider under Texas Administrative Code Title 26, Part 1, Chapter 52, or a licensed Home and Community Support Services Agency under Title 26, Part 1, Chapter 558, with demonstrated experience in residential, medical, and habilitative services. All services must be delivered in person at the residential setting with no telehealth or remote service delivery approved. Evaluation criteria weight qualifications and experience at 65 percent and project work plan at 35 percent, with respondents required to provide at least three references from similar contracts or projects within the last three years, preferably from state or local government entities. Critical deadlines include January 20, 2026, at 10:30 a.m. for written questions, January 27, 2026, for posted responses to questions, January 30, 2026, at 5:00 p.m. for HSP courtesy review submissions, and February 12, 2026, at 10:30 a.m. Central Time for final solicitation response submission, with an anticipated award date of April 2026.

This solicitation includes a Historically Underutilized Business (HUB) Subcontracting Plan (HSP) requirement, with all responses subject to rejection if a completed HSP is not submitted per Texas Government Code 2161.252(b) and 34 TAC 20.285. Respondents must select from five HSP method options: Method I (utilizing only certified Texas HUBs), Method II (mentor-protege relationships with approved agreements), Method III (meeting or exceeding HUB goals through HUB subcontracting), Method IV (solicitation method with written outreach to three or more HUBs and two minority or trade organizations), or Method V (self-performing with the prime contractor completing all work using own resources and employees). HSP changes are not permitted after contract award. Historical compensation for similar transactions has been approximately $2,346,917.00 per State Fiscal Year, though HHSC makes no guarantee of volume, usage, or compensation. The initial contract term is two years, with HHSC holding the option to extend for up to three additional years, plus potential six-month extensions for continuity of service or transition purposes. Required insurance coverage and a Data Use Agreement are mandated, with all confidential information required to remain within the United States, and respondents must be authorized to conduct business in Texas prior to award. The contract is subject to appropriations and continuing availability of funds.
