About this opportunity

The University of Texas at Tyler, a Carnegie R2 Research University within the UT System, is issuing Request for Proposal No. 750-25-26-005 to procure comprehensive Online Program Management (OPM) services. This procurement consolidates existing OPM vendor services to support online programs across eight colleges and schools, including the School of Education, School of Health Professions, School of Nursing, College of Business, College of Arts and Sciences, and College of Engineering. The scope of work encompasses marketing and recruitment, enrollment services, instructional design and program development, curriculum design with implementation support, clinical/practicum/internship placement services, faculty support, video production, Learning Management System (Canvas) support, student support services, and curriculum support aligned with university administrative offices. Evaluation criteria include cost, reputation and industry knowledge, quality of goods and services, extent to which services meet university needs, past relationship with the university, total long-term cost, and other relevant factors. The pre-proposal conference is scheduled for March 3, 2026 at 2:00 PM CST via Microsoft Teams, with a question submittal deadline of March 9, 2026 at 3:00 PM CST. Proposals must be submitted electronically through the Bonfire Hub website no later than March 25, 2026 at 3:00 PM CST. The anticipated contract term is three years beginning July 1, 2026 through July 1, 2029, with options for two additional one-year renewal terms.

The university is employing a tuition revenue share pricing model whereby the university collects all revenue from online programs and remits the agreed-upon tuition share to the contractor, with each party responsible for taxes on their respective portions of revenues. The procurement includes mandatory Historically Underutilized Businesses (HUB) subcontracting plan requirements; proposers must submit a completed HUB Subcontracting Plan through the Bonfire portal or face rejection as non-responsive. Additional mandatory submissions include responses to accessibility requirements, electronic and information resources environment specifications, and security characteristics and functionality requirements. The university is currently utilizing two OPM vendors whose services are being consolidated under this solicitation. Integration with the university's existing Canvas Learning Management System is required. Payment terms follow the Texas Prompt Payment Act standard of net 30 days. The university reserves the right to select one or more contractors, negotiate with proposers in a competitive range, reject any and all proposals, or abandon the selection process if deemed in the university's best interest.
