About this opportunity
The Texas Department of Transportation (TxDOT) Public Transportation Division is requesting proposals for the development and delivery of the Texas Transit Leadership Institute (TTLI) Training program under solicitation number 601440000052169, classified as an emergency purchase. The vendor must provide comprehensive leadership training to approximately 25 executive-level leaders from rural and urban transit agencies across Texas, utilizing formal individual assessment tools, in-person group training sessions, and intersession activities spanning up to nine months. The training program deliverables include curriculum development, three one-day training sessions, three two-day training sessions, three three-day training sessions, six intersession activities, and post-course assessment and coaching. The vendor must designate a Project Manager and Lead Instructors with minimum five years of relevant experience providing leadership training to transit association members, and demonstrate qualifications through comprehensive background checks for all personnel, including statewide and out-of-state criminal and sex offender verification. Work must commence within 30 business days of written authorization, with the contract term commencing upon issuance and expiring July 31, 2027, with no renewal options. TxDOT will evaluate proposals using a weighted scoring system: respondent qualifications and experience (20 percent), approach to meeting Statement of Work requirements (60 percent), and pricing (20 percent). Critical deadlines include the non-mandatory pre-response conference on February 12, 2026, at 1:00 PM Central Time via WebEx; question submission deadline of February 13, 2026, with responses posted by February 17, 2026; and proposal submission deadline of February 24, 2026, at 3:00 PM Central Time to Kristi.Wright@txdot.gov, with a tentative contract award date of June 1, 2026.
Responses must include all required documentation and pass mandatory criteria including financial capability review, vendor performance rating verification through the CPA Vendor Performance Report, and submission of a VetHUB Subcontracting Plan with a 0 percent participation goal. Vendors must submit audited or unaudited financial statements for the past three years demonstrating financial capacity and stability, provide minimum three client references demonstrating similar services provided within the past ten years, and submit thirteen distinct sections including pricing schedules, vendor qualifications, personnel references, capability demonstrations, business continuity and disaster recovery plans, HUB subcontracting plans, and financial documentation. The Pricing Schedule requires unit prices for curriculum development, training sessions of varying lengths, intersession activities, and assessment services, with a non-biddable evaluation placeholder of $25,000.00 for reimbursable travel costs at GSA rates and meeting rooms/accommodations; a unit price of $0.00 on any line item will render the response non-responsive. TxDOT reserves the right to conduct oral presentations, discussions, negotiations, and request Best and Final Offers from respondents in the competitive range. The awarded vendor will receive a non-exclusive, limited, royalty-free license to use TxDOT's "Flying T" trademark on deliverables prepared under the contract. No specific contract value or guaranteed minimum is disclosed in the solicitation, with the contract value remaining subject to actual blanket purchase order releases based on TxDOT's operational requirements.
