About this opportunity
The Texas Workforce Commission (TWC) Vocational Rehabilitation Division is conducting an open enrollment solicitation (Procurement #3202600156) for Diabetes Self-Management Education Services to be delivered statewide across all Texas counties to vocational rehabilitation customers. The procurement seeks qualified service providers to deliver comprehensive diabetes education services including initial assessments (up to two hours), diabetes skills training (up to 12 hours), and post-training assessments (one hour) in compliance with American Diabetes Association standards. Providers will be compensated at $117.00 per hour for individual diabetes self-management assessments and skills training, and $60.00 per hour for group skills training sessions accommodating two to eight customers per group, with post-training assessments reimbursed at $117.00 per hour. Diabetes educators must hold active, unrestricted Texas licenses in specified healthcare professions or certifications, complete 15 continuing education units within 12 months preceding contract application with biennial renewals thereafter (10 CEUs for CDCES and BC-ADM credentialed educators), and complete the 14-hour Texas Confidence Builder Training before contract award with biennial recertification requirements. All staff interacting with vocational rehabilitation customers must undergo mandatory criminal background checks valid for three years, conducted against the Texas Department of Public Safety database and the National Public Sex Offender Registry. Services may be delivered in-person, remotely, or in hybrid format with remote services requiring face-to-face or real-time interaction through approved VR3472 waivers. The open enrollment period runs from May 14, 2026, through November 10, 2026, at 10:00 a.m. CST, with applications submitted electronically through the TWC Procurement Portal; the contract term commences upon full execution and expires five years from the date of contract execution, with TWC retaining the right to cancel for convenience if no expenditures occur during any twelve-month period.
The procurement does not specify set-asides for disadvantaged enterprises or restrictions on organization type, allowing qualified for-profit entities, non-profit organizations, and sole proprietorships to respond. Applicants must submit a comprehensive application package including execution of application, W-9 and direct deposit information (Form VR1020), child support certification (Form VR1305), VR Standards for Providers Certification (Form VR3443), conflict of interest certification (Form VR3444), provider insurance verification (Form VR3445), entity headquarters information forms (Forms VR3441A, 3441B, and 3441C), physical location certifications (Forms VR3442A and 3442B), and provider staff information documentation (Form VR3455) for all personnel who will interact with customers. Entities must maintain current general or business liability insurance, premises liability insurance for owned or leased service locations, and vehicle liability insurance if staff transport customers, with all insurance coverages verified through the standardized form submission process. No incumbent vendors or existing contractors are identified in the solicitation documents, and no specific technology integration requirements are noted beyond electronic application submission through the TWC Procurement Portal. TWC intends to award multiple contracts throughout the enrollment period to qualified applicants across individual counties or groups of counties; however, VR does not guarantee volume, usage, or total compensation, nor does it pay provider travel costs for training attendance. The actual award values and total contract compensation are contingent upon customer demand and service utilization, with the contract contingent upon continued funding availability.
