About this file
This is a Child Support Certification form (VR 1305) issued by the Texas Workforce Commission's Vocational Rehabilitation Services division. The form serves as a compliance document required under Texas Family Code Section 231.006, which mandates certification of child support payment status for all entities seeking state grants, contracts, loans, or payments. The form requires submission of names and Social Security numbers for the individual or sole proprietor and any partners, shareholders, or owners with at least 25 percent ownership interest in the business entity submitting a bid or application. An authorized contractor representative must sign and date the certification statement, attesting that the named entity is not ineligible to receive state funds based on child support delinquency.
Under Section 231.006, entities are ineligible to receive state payments if an obligor is more than 30 days delinquent in child support obligations or if the obligor maintains significant ownership interest in the business entity seeking payment. Ineligibility continues until all arrearages are paid, the obligor achieves compliance with a written repayment agreement or court order, or the court grants an exemption as part of a court-supervised earnings improvement plan. The state agency is authorized to terminate any contract if the certification statement is determined to be inaccurate or false, and the vendor becomes liable for attorney's fees, contract completion costs, re-advertising expenses, and any other damages as provided by law or contract. This certification is a mandatory prerequisite for participation in state contract opportunities in Texas.
