About this opportunity
The Texas Department of Public Safety is requesting proposals for English-to-Spanish translation services under IFB 26R0003937, with proposals now due March 11, 2026 (accelerated from March 20 via Addendum No. 3, effective February 20). In-state Texas vendors receive priority in evaluation; out-of-state solicitations are reviewed only after all Texas-based submissions have been evaluated.
The scope encompasses professional translation services for manuals, pamphlets, tests, and written documentation related to driver licensing and identification. DPS provided sample project volumes: a handbook (40,226 words), an Application for Change of Address form (564 words), and an Application for a Texas Driver License or ID card (1,398 words). Contractors must submit a minimum of two translation samples and provide contact information for at least two professional references verifying relevant experience. All translations must be accurate, culturally appropriate, and maintain original meaning, tone, and formatting. Deliverables must be provided in both Microsoft Word (.docx) and PDF formats. Contractors must be US-based, possess a Texas Identification Number, and provide a completion-date estimate for each translation with mandatory written notification to the Contract Monitor at least 48 hours in advance if delays occur. American Translators Association certification is preferred but not required.
The contract term spans five years, with an anticipated go-live date of August 31, 2030. No incumbent contractor is identified. Pricing shall be submitted as per-word or per-page rates with total cost estimates; vendors may include additional fees for formatting, file conversion, rush jobs, or specialized terminology. Payment follows Texas DPS standards with net-30 upon satisfactory completion and approval of deliverables.
Evaluation criteria include pricing, technical qualifications, references, and business status, with price and technical skills weighted as key components in the best-value determination. A HUB Subcontracting Plan with a 23.7% VetHUB goal is required. Addendums 1, 2, 4, and 5 have been issued; vendors must acknowledge all addenda prior to submission. Submission may be made via ESBD platform or alternative methods; the optional DPS Online Bid Room registration process requires up to two business days.
