About this file

This is an Addendum to a solicitation issued by the Texas Department of Public Safety (DPS) Procurement and Contract Services for translation services. The solicitation number is 26R0003937, and this addendum was effective February 19, 2026. The document serves as a vendor questions and answers addendum to clarify terms and conditions related to the translation services being procured. The solicitation seeks translation services with no specified historical volume data available, though DPS provided examples of typical translation projects including a handbook (40,226 words), an Application for Change of Address form (564 words), and an Application for a Texas Driver License or ID card (1,398 words). All translations must be delivered by agreed-upon dates between DPS and the vendor, with source documents provided in editable formats such as Microsoft Word or PDF. Offerors were required to acknowledge receipt of this addendum prior to the specified submission deadline through completion of the addendum form, acknowledgment on offer copies, or separate written communication.

Pricing structure details indicate that vendors may include additional fees beyond per-word translation rates for services such as formatting, file conversion, or expedited service in the Mandatory Pricing Schedule, though no maximum or minimum contract value was specified. No certifications, including ATA certification, are required for translators. In-state Texas vendors have priority in evaluation, with out-of-state solicitations reviewed only after all Texas-based submissions have been evaluated. There is no current contractor for this service. The evaluation criteria weighting indicates that pricing, technical qualifications, references, and business status are all important factors, with both price and technical skills weighted as key components in the best value determination. Private sector references and sample translations are acceptable with permission.
