About this opportunity
The Town of Hilton Head Island is soliciting sealed proposals via RFP 2026-07 for Northpoint/USPS Access Improvements, a comprehensive demolition and reconstruction project of an asphalt parking lot and associated infrastructure at 213 William Hilton Parkway, Hilton Head Island, South Carolina. The project scope encompasses demolition and debris removal of the existing parking facility, construction of a new asphalt parking area with 12-foot wide pervious asphalt pathway, storm drainage improvements including HDPE and RCP pipe installation (12-30 inches diameter), water utility work (8-inch and 6-inch PVC and DIP pipe), concrete curb and gutter installation, sidewalks and crosswalks, erosion control and landscape restoration featuring tree removal and mitigation, EV charging infrastructure, and site signage and marking across a 6.5-acre gross site area with 2.8 acres of disturbance. All work must be completed within 120 consecutive calendar days from the Notice to Proceed and must comply with SCDOT 2025 Standard Specifications for Highway Construction, the Federal Highway Administration Manual on Uniform Traffic Control Devices (MUTCD), and plans prepared by Thomas & Hutton dated February 16, 2026. Qualified contractors must hold a valid South Carolina Department of Labor, Licensing and Regulation contractor's license and Town business license, submit three references for similar completed projects from the past five years with photographs and client contact information, provide detailed resumes for key personnel, and develop a Critical Path Method construction schedule meeting approval within ten days of contract execution. Proposals must be submitted electronically by 5:00 PM Eastern Time on March 31, 2026, with public opening via virtual conference on April 1, 2026 at 9:30 AM Eastern Time; an optional pre-proposal site visit is scheduled for March 18, 2026, from 10:30 AM to 11:30 AM, and the deadline for submitting written questions is 5:00 PM Eastern Time on March 25, 2026. Evaluation criteria are equally weighted at 33-34 percent each for project cost, references and experience on similar projects with qualifications of company and key personnel, and project schedule and timeline, with final project completion required by November 14, 2026.
The procurement includes local vendor preference designations providing certified local vendors a five percent price reduction (capped at $10,000 maximum) for evaluation purposes, and in the event of tied proposals, certified disadvantaged businesses receive contract award preference over non-disadvantaged businesses. All contractors must comply with the Town's Small and Minority Business Participation (SMBE) program requiring mandatory good faith efforts to solicit and utilize Small Business Enterprises and Minority Business Enterprises as subcontractors, with pre-award submission of a Good Faith Efforts Checklist, written notice to identified SBEs and MBEs at least ten business days prior to bid due date, and post-award monthly compliance status reports documenting all payments to participating small and minority businesses. Additionally, all contractors and subcontractors must comply with the South Carolina Illegal Immigration Reform Act through E-Verify verification of newly hired employees within three business days of employment. Contractors with proposed costs exceeding $100,000 must submit a proposal bond equal to at least five percent of the proposed cost, and successful contractors must furnish Performance Bond and Payment Bond each equal to 100 percent of the contract price, along with General Liability Insurance with minimum coverage of $2,000,000 Bodily Injury Liability ($500,000 per person/$2,000,000 aggregate) and $350,000 Property Damage per accident ($2,000,000 aggregate), naming the Town and USPS as additional insureds. The contract price is not specified in the RFP documents; however, the pricing form indicates substantial scope with line items for demolition, storm drainage, paving and grading, erosion control, water utilities, landscaping, electrical/lighting work, and mobilization estimated at 7.5 percent of total project costs, suggesting a project value likely exceeding the $100,000 bonding threshold. Liquidated damages of $1,000 per calendar day will be assessed for failure to achieve final acceptance by the completion date, with the Town retaining ten percent of progress payments as retainage until satisfactory completion and final record drawings approval.
