About this opportunity
The County of Ocean is soliciting sealed bids for concrete floor topping and related concrete work at the Northern Recycling Center in Lakewood, New Jersey, with bids due July 14, 2026. This is a public works project subject to New Jersey prevailing wage requirements and a mandatory Project Labor Agreement (PLA) with the Monmouth & Ocean Building and Construction Trades Council, which binds all bidders and subcontractors to union wage scales, fringe benefits, and labor conditions.
The scope encompasses a 2-inch metallic-aggregate concrete floor topping over approximately 7,900 square feet in the tipping room; full-depth concrete pad removal and replacement totaling approximately 932 square feet; removal of 14 linear feet of 15-foot-high concrete push wall at the Southern Recycling Center in Stafford Township; asphalt patching of approximately 283 square feet; and T-hanger foundation repair at Ocean County Airport. Surface preparation requires shot blasting or hydrodemolition to ICRI CSP 7 or greater standards, followed by epoxy bonding agent application. Work must be completed within 90 consecutive calendar days from the Notice to Proceed, with contractor-coordinated scheduling around facility operating hours (4:00 AM to 11:00 PM weekdays) and required two-week advance notice for any work at the recycling centers.
Bidders must submit bids on prescribed forms with a certified check, cashier's check, or bid bond equal to 10 percent of the total bid amount (not to exceed $20,000). The contractor must furnish 100 percent Performance and Maintenance bonds (the latter in effect for two years post-completion), register with the New Jersey Department of Labor and Workforce Development, and obtain a Business Registration Certificate from the New Jersey Department of Treasury prior to contract award. Work must commence within ten calendar days of the Notice to Proceed, with an English-speaking foreman on-site at all times.
The PLA incorporates prevailing wage scales for multiple trades including cement masons (Local 592), laborers (Local 472/172), operating engineers (Local 825), painters and glazers (District Council 711), carpenters (EASRC), electricians (Local 400), plumbers and pipefitters (Local 322, Local 9), iron workers (Local 399), tile, marble, and terrazzo workers (Local 7), and other trades as applicable. The contract will be awarded to the lowest responsible bidder whose bid conforms to the solicitation in accordance with N.J.S.A. 40A:11-4. Sealed bids must be submitted to the County of Ocean Board of Commissioners, with all addenda, technical specifications, drawings, and labor agreement documents reviewed prior to submission. Questions are addressed through the formal bid process; a pre-construction conference will be held with the Owner, Engineer (Mott MacDonald, LLC), and selected Contractor before work begins.
