About this opportunity

Forward Pinellas, the Pinellas County Metropolitan Planning Organization (MPO), is seeking competitive bids for Invitation to Quote (ITQ) #24-0113-ITQ to procure non-motorized traffic monitoring equipment, maintenance, and repair services for the Fred Marquis Pinellas Trail Loop. The procurement specifically calls for 4 three-loop urban MULTI counters, 2 mobile MULTI counters with direction tracking, 1 TRAFx Infrared Trail Counter, and 5 DataNet API/Web dashboard units with automatic data transmission. The primary objective is to capture comprehensive multi-use trail user data including mode split, peak periods, and directional traffic across eight specific trail locations in Pinellas County. The proposal submission deadline is November 28, 2023, at 3:00 pm, with an expected equipment delivery within 60 calendar days after purchase order receipt. The contract duration is 48 months with potential for a single 48-month extension. Vendors must provide detailed installation, maintenance, and repair service information, along with subscription service details, and meet comprehensive insurance requirements including workers' compensation, commercial general liability, and automobile liability coverage.

The solicitation includes a Small Business Enterprise (SBE) preference for certified local businesses and incorporates a 10% unspecified funds allocation. While no specific incumbent vendors are mentioned, the procurement appears open to qualified vendors capable of providing sophisticated traffic monitoring technology and associated services. The pricing proposal includes line items for equipment, maintenance and repair services, and requires a parts discount off manufacturer's suggested retail price (MSRP). Though a specific budget range is not explicitly stated, the comprehensive equipment and service requirements suggest a significant investment in multi-use trail monitoring infrastructure. Potential respondents should carefully review the technical specifications, insurance requirements, and submission guidelines to ensure compliance with the solicitation's detailed requirements for tracking and analyzing non-motorized trail usage.
