About this opportunity
Pinellas County is requesting qualifications for an Owner's Representative to provide Construction Management, Resident Project Representative, and Quality Assurance services for the New PIE Parking Garage at St. Pete-Clearwater International Airport, with proposals due August 20, 2026 by 3:00 PM Eastern Time. A Pinellas County Small Business Enterprise (SBE) certification status awards 10 points and office location within Pinellas, Hillsborough, Pasco, or Manatee counties awards an additional 2.5 points under a 100-point written evaluation.
The project scope encompasses a four-level pre-cast concrete parking garage with approximately 2,100 parking spaces, surface parking expansion of approximately 350 spaces, roadway and utility improvements, stormwater improvements, and associated airport infrastructure. The Owner's Representative will provide full-time on-site Resident Project Representative services with minimum weekly field observation visits, shop drawing and submittal review, pay request processing, as-built documentation, monthly project conferences, and quality assurance materials testing (earthwork compaction, concrete, asphalt, and density). The consultant must maintain current Florida professional registration and respond to County review comments within 10 days and clarification requests within 24 hours or the next working day.
Construction is anticipated to begin January 2027 with an estimated sixteen-month duration through April 2028. The selected consultant will enter into an eighteen-month contract from Notice to Proceed. Compensation is structured as negotiated lump-sum fees for seven Basic Services task phases, with separate Optional, Contingency (to a negotiable maximum), and Additional Services fees. The total not-to-exceed amount will be established prior to execution. All hourly rates are fully loaded for work within the Tampa Bay Metropolitan Statistical Area, with travel outside reimbursable per Florida Statute 112.061 and County policy.
The consultant must obtain General Liability ($1,000,000/$2,000,000), Professional Liability ($2,000,000 per occurrence and aggregate), and Workers' Compensation insurance at Florida statutory limits with $500,000 employer's liability. All policies must name Pinellas County as certificate holder and additional insured. Evaluation criteria weight firm qualifications and schedule/budget ability at 42.5 points, past performance with similar projects at 37.5 points, minority business status at 2.5 points, SBE certification at 10 points, and office location at 2.5 points. Top three firms may be invited to oral presentations. Questions are due August 14, 2026 by 3:00 PM Eastern Time. A non-mandatory site visit and pre-conference is scheduled August 4, 2026 at 11:00 AM at 14700 Terminal Boulevard, 2nd Floor Conference Room, Clearwater, Florida. Submittals must follow federal Standard Form 330 and not exceed 100 pages. Proposals may not be withdrawn for 120 days after opening.
