About this file

Summary

This is a Scope of Work document for the St. Pete-Clearwater International Airport (PIE) in Florida, outlining professional consulting services required for the New PIE Parking Garage Project. The Airport is soliciting a single consultant to provide Construction Management (CM), Resident Project Representative (RPR), and Quality Assurance (QA) Materials Testing services for a Design-Build project consisting of a four-level pre-cast concrete parking garage with approximately 2,100 parking spaces, expansion of surrounding surface parking areas with approximately 350 additional spaces, ingress and egress roadway improvements, utility improvements, shuttle and curbside modifications, stormwater improvements, signage improvements, and associated landside infrastructure improvements. Construction is anticipated to begin in January 2027 with an estimated sixteen-month construction duration through April 2028. The scope requires the consultant to coordinate with Airport staff, contractors, design consultants, FAA, FDOT, utility providers, and other stakeholders; attend pre-construction and progress meetings; review contractor schedules, RFIs, submittals, and change orders; provide full-time on-site Resident Project Representative services with daily observation and documentation; and perform quality assurance materials testing including earthwork compaction, concrete, asphalt, and density testing.

The project is funded through a combination of Customer Facility Charges (CFCs), Florida Department of Transportation (FDOT) grants, and Airport Capital Improvement Plan (CIP) funds. All services must be performed in accordance with applicable federal, state, and local requirements, including FAA advisory circulars, FDOT standards, and Airport operational requirements. The consultant's RPR shall serve as the Airport's on-site representative and shall not supervise or direct the contractor's means and methods of construction or assume responsibility for contractor safety programs. The consultant must provide qualified personnel, testing equipment, laboratory services, and technical support necessary to perform required QA testing services in accordance with project specifications and applicable industry standards.

Project Overview

The St. Pete-Clearwater International Airport (PIE or Airport) is soliciting professional consulting services for Construction Management (CM), Resident Project Representative (RPR), and Quality Assurance (QA) Materials Testing services for the New PIE Parking Garage Project.

Due to significant growth in commercial passenger activity and increased parking demand, the Airport is advancing the development of a new multi-level parking garage and associated landside improvements to expand parking capacity and improve operational efficiency.

The project generally consists of the construction of a four-level pre-cast concrete parking garage with approximately 2,100 parking spaces, expansion of surrounding surface parking areas with approximately 350 additional spaces, ingress and egress roadway improvements, utility improvements, shuttle and curbside modifications, stormwater improvements, signage improvements, and associated landside infrastructure improvements.

The project is being delivered utilizing a Design-Build procurement approach. Construction is anticipated to begin in January 2027 with an estimated sixteen (16) month construction duration through April 2028. Construction activities will occur on and adjacent to active airport operational areas, requiring close coordination with Airport staff, contractors, tenants, regulatory agencies, and operational stakeholders.
