About this opportunity
Escambia County is requesting quotes on residential rehabilitation work at 1050 Bremen Ave, Pensacola, Florida through an Invitation to Quote under Addendum #1 Revision, with quotes due October 30, 2026 at 1:00 p.m. via OpenGov portal and a mandatory pre-bid meeting on October 22, 2026 at 9:00 a.m. at the project site.
Eligible bidders must be licensed, insured general contractors in good standing with Escambia County; new contractors must submit a letter of insurability. The county reserves the right to award line items individually for emergency items limited to roofing and septic/sewer services.
The scope comprises three lump-sum line items: sewer tie-in involving septic system replacement and connection to county sewer line with yard restoration; mechanical work including new HVAC system installation with condenser, handler, ductwork repairs, and digital thermostat with Manual J documentation; and attic insulation to R-38 specification with fiberglass blow-in and baffles. The bid scope materials list includes specific appliances (Delta, GE, Whirlpool, American Standard fixtures), Shaw LVP and carpet flooring, CertainTeed Landmark roofing, A.O. Smith 50-gallon water heater, and EnergyStar-approved electrical equipment. Countertops must be square-edged laminate with 4-inch backsplash; cabinetry must be half-inch plywood or better with solid hardwood fronts and frames. Contractors may substitute like, similar, or equal-valued products.
Projects valued at $25,000 or higher require 100% Performance and Payment Bonds. Contractors must maintain current state contractor licenses, EPA RRP certifications, W-9 forms, Sunbiz registration, and Commercial General Liability, Automobile Liability, and Pollution Liability insurance with $1 million coverage listing Escambia County as additional insured. All work must comply with Florida Department of Environmental Protection regulations, Escambia County Building Code, and state energy efficiency standards. The project must be completed within 60 days with liquidated damages at $150 per day for delays. Work is funded through Escambia County SHIP with no federal involvement. Questions are due October 29, 2026 at 1:00 p.m. An on-site walkthrough is scheduled for October 13, 2026 at 9:00 a.m. (per scope document timeline). Contact Scott Sanchez at NED, 850-595-0827, jssanchez@myescambia.com.
