About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on NCR paper and related paper products to support Kentucky Correctional Industries, with bids due October 30, 2026 at 1:30 p.m. EST and written questions due October 15, 2026. The Commonwealth applies a 20% reciprocal preference to Kentucky Correctional Industries and a 15% preference to Kentucky Industries for the Blind and qualified nonprofit agencies for individuals with severe disabilities.

The scope covers over 100 line items encompassing 2-part, 3-part, and 4-part carbonless NCR paper in multiple sizes and colors; specialty papers including tag stock, bond, cover stock, and index paper; envelopes in multiple sizes and styles; laminated and vinyl materials; adhesive products; and bulk paper skids and cartons. All items are to be delivered to Luther Luckett Correctional Complex in LaGrange, Kentucky.

The initial contract term is one year from award, with an option to extend for four additional two-year renewal periods subject to written approval by all parties and potential renegotiation. Prices must exclude federal excise tax and Kentucky sales or use tax and shall be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis. Prices remain firm for the first twelve months; thereafter, price increases require industry-wide justification and price decreases must be implemented immediately.

Award is determined using best value ranking: discount percentage on current list price (45 points), cumulative total for NCR paper catalog pricing (45 points), and delivery time in working days (10 points). All awarded vendors must maintain Commercial General Liability Insurance with minimum limits of $1 million per occurrence and $2 million aggregate and provide a Certificate of Insurance prior to award. Vendors must be registered in the Commonwealth eProcurement System and comply with Kentucky tax registration, secretary of state registration, and nondiscrimination requirements. Bids must be submitted electronically with pricing provided on the attached bid sheet; deviations from the prescribed format may result in bid rejection.
