About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the Division of Outdoor Recreation, is requesting proposals for planning services to develop a comprehensive long-range recreation plan for Utah's Southern Region (five counties: Iron, Beaver, Washington, Garfield, and Kane) under RFP NC27-6, with proposals due August 20, 2026.
The scope spans five phases: Regional Recreation Data Collection, Public Engagement and Stakeholder Coordination, Regional Needs Assessments, Long-Range Plan Development, and Implementation and Monitoring. Deliverables include draft and final regional long-range recreation plans, regional recreation priorities and project lists, needs assessment reports, implementation action plans with performance metrics, print-ready digital files for an 8.5" × 11" saddle-stitched booklet, ADA-compliant PDF, and an interactive StoryMap with GIS maps. The final print-ready file, GIS deliverable, and survey analysis are due in September 2028. Mandatory qualifications include demonstrated experience conducting stakeholder engagement at the regional level with federal land managers, state, local, and tribal governments, and completing recreation-related data analysis and existing conditions reports.
The estimated contract value is $150,000 over a five-year term. Vendors must guarantee pricing for the initial 12 months; future price increases require submission of market research documentation and Division Director approval, with each approved increase guaranteed for an additional 12-month period.
Evaluation uses a 1,000-point scoring structure: 750 technical points across Experience and Qualifications (250 points), Proposed Methodology (200 points), and Portfolio and Examples of Similar Work (300 points); 250 cost points calculated using a lowest-price comparison formula. A minimum technical score of 525 points (70% of total technical points) is required to advance to cost evaluation. The highest-scoring responsive and responsible vendor will receive the single award. Vendor responses must address all mandatory minimum requirements and include point-by-point responses to technical requirements; cost proposals must be submitted separately from technical responses. All materials become State property. Vendors must submit a Claim of Business Confidentiality form for any protected information, certify compliance with anti-boycott provisions under Utah Code Annotated 63G-27, and confirm they are not providing forced labor products or utilizing restricted foreign entities as defined in UCA 63G-6a-121.
