About this file
This is a Scope of Work document issued by the State of Utah Division of Outdoor Recreation for Request for Proposal NC27-6, which seeks to procure planning services for the development of a comprehensive long-range recreation plan for the Southern Region of Utah. The project encompasses five counties—Iron, Beaver, Washington, Garfield, and Kane—and builds upon an initial pilot plan completed in the Central Region. The vendor will collaborate with the DOR team and local stakeholders to adapt planning methodologies, conduct community and stakeholder engagement through surveys, focus groups, and meetings, perform GIS analysis, and design the final deliverable plan and project list. The scope of work is organized into five phases: Regional Recreation Data Collection (inventorying existing data sources and recreation businesses), Public Engagement and Stakeholder Coordination (leveraging Regional Recreation Councils), Regional Needs Assessments (conducting surveys and focus groups to identify trends and priorities), Long-Range Plan Development (synthesizing data and producing the final plan), and Implementation and Monitoring (developing action plans and performance metrics). The contract term is five years, with the vendor required to guarantee pricing for the first 12 months, after which any increase requests must be submitted with market research and receive agency approval, with each subsequent increase guaranteed for 12 months.
The established budget for this project is $150,000. Deliverables include a draft and final regional long-range recreation plan, identified regional recreation priorities, a regional recreation projects list, plan update process and methodology, statewide recreation data collection framework, regional needs assessment reports, implementation action plans, performance monitoring tools, print-ready digital files for an 8.5" x 11" saddle-stitched booklet, ADA-compliant digital PDF, and a StoryMap with interactive GIS maps. The final print-ready file, GIS deliverable, and survey analysis are due in September 2028. The RFP will result in a single contract award to the responsive and responsible vendor with the highest score as justified by procurement code. Key considerations include consistency with the Division of Outdoor Recreation's branding standards, and any questions must be directed in writing to the Q&A board on U3P.
