About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Outdoor Recreation, is requesting proposals for assistance in developing a comprehensive long-range recreation plan for Northern Utah's region under RFP NC27-5, with proposals due August 20, 2026. The procurement will result in a single contract award to the responsive and responsible vendor with the highest evaluation score.

The scope spans five phases: Phase 1 covers planning and coordination including stakeholder engagement and project timeline development; Phase 2 addresses regional recreation data collection strategy through inventory of existing data sources and framework development; Phase 3 encompasses regional needs assessments through surveys, focus groups, and workshops; Phase 4 involves long-range plan development including data synthesis and stakeholder feedback incorporation; and Phase 5 covers implementation and monitoring through action plan development and performance metrics establishment. Vendors must demonstrate detailed experience in regional long-range planning, recreation planning, stakeholder and community engagement, document development, and GIS consultation. Proposals must include a portfolio of 2–3 directly comparable projects on 10 pages or less demonstrating similar style, scope, complexity, and technical requirements. The contract term is five years with guaranteed pricing for the initial 12 months; all future price increases require submission of market research documentation and agency approval, each guaranteed for 12-month periods thereafter.

Evaluation criteria are scored across four primary categories: Experience and Qualifications (250 points), Proposed Methodology (200 points), Portfolio and Examples of Similar Work (300 points), and Measurable Outcomes & Results. Cost evaluation awards 100 percent of available points to the lowest-cost vendor with all others receiving proportional points based on cost differential. Cost proposals must be submitted separately from technical responses; pricing included in the technical response results in rejection. Vendors must certify compliance with anti-boycott provisions and forced labor restrictions. The State reserves the right to conduct discussions with vendors reasonably susceptible of selection and to request best and final offers. Responses must be submitted through the U3P system with no communication to procurement staff outside designated channels.
