About this file

This is a Technical Criteria attachment for an RFP issued by the State of Utah Division of Outdoor Recreation for the development of a comprehensive long-range recreation plan for Northern Utah's region. The solicitation seeks a single vendor to assist in creating this regional planning document through a five-year contract. The RFP evaluation will be based on four primary scoreable criteria: Experience and Qualifications (250 points), Proposed Methodology (200 points), Portfolio and Examples of Similar Work (300 points), and Measurable Outcomes & Results. Proposals must demonstrate detailed experience in regional long-range planning, recreation planning, stakeholder and community engagement, document development, and GIS consultation. Offerors must address how they will ensure consistency with agency branding while creating visually appealing documents and must provide a curated portfolio of 10 pages or less containing 2-3 directly comparable projects that demonstrate similar style, scope, complexity, and technical requirements.

The contract pricing must be guaranteed for the initial 12-month period, with any future price increases requiring market research submission and agency approval, with each increase guaranteed for an additional 12 months. Evaluation criteria emphasize the vendor's understanding of agency goals, funding programs, performance objectives, and ability to successfully execute the scope of work while mitigating project challenges. Success will be measured through indicators including successful stakeholder and community engagement, adoption of the final plan, adherence to schedule and budget, and effective resource utilization. The procurement is expected to result in a single award to the responsive and responsible vendor achieving the highest evaluation score as justified by applicable procurement code.
