About this opportunity

The Florida Department of Management Services is soliciting bids to establish a statewide term contract for natural gas supply and transportation services, with bids due August 11, 2026 at 2:00 PM Eastern Time. The Department intends to make a single award to one bidder or no award if deemed in the State's best interest. A Florida business preference of up to 5% applies if the lowest bid is from an out-of-state bidder whose state does not grant comparable preferences.

Bidders must be qualified natural gas marketers with three consecutive years of operation and must manage the Department's Firm Transportation Service Agreements with Florida Gas Transmission Company (Contracts No. 5085 and 5626), handling nominations, scheduling, capacity release, and imbalance resolutions. The contractor is responsible for all regulatory filings and bears risk of loss until delivery to customer locations. Natural gas pricing is based on published S&P Global Platts index prices for the applicable Florida Gas Transmission Zone (1, 2, or 3) plus a fixed Firm Markup per dekatherm that cannot increase during the contract term. The contractor must pass through fuel fees, transportation fees, local distribution company charges, and taxes without markup. Delivery is F.O.B. destination statewide through local distribution companies in all Florida counties.

The contract term is three years with an initial effective date of November 1, 2026. The current state contract averages $893,020.78 annual spend for informational purposes only and does not guarantee minimum volume. Historical usage data from January 2023 through September 2025 is provided in Attachment P showing consumption across correctional institutions, universities, schools, and state facilities.

Award will be made to the responsive and responsible bidder with the lowest calculated Firm Markup using a weighted formula: Initial Term markups for both FTS agreements at 60% and Renewal Term markups at 40%. Markups may be positive, negative, or zero dollars per dekatherm. All mandatory responsive requirements must be met, including vendor certifications (PUR 7801, Attachments J, K, and M), Principal Place of Business Letter (Attachment I), Common Carrier Attestation (Attachment L), Drug Free Workplace Certification (Attachment H), and completed Firm Markup Sheet (Attachment C). Out-of-state bidders must provide written legal opinion regarding in-state preference practices. Questions are due July 21, 2026 at 2:00 PM. Anticipated Notice of Intent to Award is August 25, 2026.
