Natural Gas Supply ITB - Questions and Answers and Addendum No. 1
This document is a Questions and Answers and Addendum No. 1 issued by the Florida Department of Management Services for Natural Gas Supply Invitation to Bid (ITB) No. 26-83101601-ITB. The addendum addresses two substantive questions from prospective bidders and revises the timeline of events and contract terms. The deadline to submit questions was July 21, 2026 at 2:00 PM Eastern Time, with answers anticipated to be posted August 4, 2026. The bid submission deadline is August 11, 2026 at 2:00 PM Eastern Time, with a public bid opening scheduled for the same date at 2:30 PM. The opening will be held in-person at the Department of Management Services, 4050 Esplanade Way, Tallahassee, FL 32399-0950, Conference Room 101, or available virtually via conference call (888-585-9008, Conference Room 582-904-411) and Microsoft Teams. The anticipated Notice of Intent to Award is August 25, 2026, with the contract term beginning November 1, 2026. The contract term is three years with renewal options available only upon written agreement between the Department and the contractor in accordance with Florida Statute 287.057(14), with no costs charged for renewals.
The addendum clarifies that a vendor's submission of Renewal Term Firm Markup pricing does not obligate the vendor to agree to contract renewal, and renewal of the underlying term contract is optional and subject to mutual written agreement. Regarding pricing, the addendum confirms that sections 3.4.6 through 3.4.8 and 3.5.2 of Attachment A supplement section 3.4.2 and control in the event of any inconsistency, establishing that costs for imbalances, turnback natural gas, and swing natural gas are based on Platts Gas Daily midpoint prices for the applicable Florida Gas Transmission Zone, with specific adjustments and reconciliation requirements for each transaction type. The addendum does not require return with the bid submission.

Natural Gas Supply Invitation to Bid (ITB)
No. 26-83101601-ITB
Questions and Answers and
Addendum No. 1
Revisions to the
Timeline of Events and Enterprise Standard Terms and Conditions
Questions and Answers
The Department has received the following questions through MFMP Sourcing, and the Department’s answers are provided in the table listed below:
No. Question Answer
1 1) Future renewals:
Gas South interprets Attachment D § 4.1 as governing renewal of the underlying Term Contract and requiring the written agreement of both the Department and Gas South for any such renewal. Gas South interprets Attachment E § 4.a as governing renewal of an individual Customer’s purchase from the Term Contract, rather than renewal of the underlying Term Contract itself. Accordingly, renewal of the underlying Term Contract is optional and subject to the parties’ mutual written agreement at the time of renewal.
Gas South’s submission of Renewal Term Firm Markups neither constitutes advance consent to renewal nor obligates Gas South to agree to a renewal. Does the Department agree with this interpretation?
A vendor’s submission of Renewal Term Firm Markup does not obligate the vendor to agree to renewal of the Term Contract, however, in the event that the Term Contract is renewed, section 287.057(14), F.S., requires that the pricing for the renewal period be as set forth in the awarded vendor’s Bid/Attachment C, Firm Markup Sheet (except that the Department of Management Services may negotiate lower pricing).
See this Addendum’s update to Attachment D, Enterprise Standard Terms and Conditions, Section 4.1 Term, listed below.
2 2) Pricing clarification:
Attachment A § 3.4.2 provides that the cost of Imbalances, Turnback Natural Gas, and Swing Natural Gas will be based on the midpoint price published in Platts Gas Daily for the applicable FGT Zone. Sections 3.4.6 through 3.4.8 and 3.5.2 contain more specif ic requirements for these transactions. For example, § 3.4.7 reduces the credit for Turnback Natural Gas by $0.50 per MMBtu, and § 3.5.2 requires Imbalances to be reconciled monthly and applied to the Customer’s invoice under the applicable FGT tariff.
Gas South interprets §§ 3.4.6 through 3.4.8 and 3.5.2 as supplementing § 3.4.2 and controlling to the extent of any inconsistency. Does the Department agree with this interpretation?
Yes.
