About this file
This is a certification form attachment (Attachment J) related to a Natural Gas Supply Invitation to Bid (ITB) issued by the Florida Department of Management Services, Division of State Purchasing. The solicitation seeks to establish a statewide State Term Contract for natural gas supply, with the Department intending to make a single award to one bidder or make no award based on the State's best interest. The ITB is being conducted through the MyFloridaMarketPlace Sourcing Event via the SAP Business Network, and vendors are required to monitor the Vendor Information Portal (VIP) for updates and decisions throughout the procurement process. Interested vendors must submit responses through the designated online platform, with all correspondence directed to John Nordmeyer, Purchasing Analyst Supervisor, at the Florida Department of Management Services in Tallahassee.
Attachment J specifically addresses compliance with Florida Statutes section 287.1346 regarding the provision of commodities produced by forced labor. The form requires certification by a member of the company's senior management—defined as chief executive officers, assistant chief executive officers, vice presidents, chief financial officers, chief personnel officers, or employees performing similar functions—attesting that the commodities being offered have not been produced, in whole or in part, by forced labor. The certification must be completed when the company submits its response to the solicitation and before entering into or renewing any contract. Any protest of the agency's decision must be filed with the Agency Clerk within the timeframe prescribed by Florida Statutes section 120.57(3), with failure to file constituting a waiver of proceedings.
