About this file

This is an attachment to an Invitation to Bid (ITB) issued by the Florida Department of Management Services for a Natural Gas Supply State Term Contract. The document serves as a principal place of business certification letter that all bidders must complete and submit with their responses. The ITB seeks to establish a statewide contract for natural gas supply, with the Department intending to make an award to one bidder or make no award as determined in the State's best interest. Responses must be submitted through the MyFloridaMarketPlace Sourcing Event via the SAP Business Network. Interested vendors are responsible for monitoring the Vendor Information Portal (VIP) throughout the procurement process for updates and decisions. The Procurement Officer is John Nordmeyer, Purchasing Analyst Supervisor, who can be reached at 850-921-7874 or John.Nordmeyer@dms.fl.gov.

The Principal Place of Business Letter requires bidders to indicate whether their company's principal place of business is located within Florida or outside the state. Bidders with a principal place of business within Florida need only provide basic company information and authorized representative signatures. However, bidders whose principal place of business is located outside Florida must provide a written legal opinion from an attorney licensed to practice law in that state, certifying whether the state grants any preferences to in-state business entities in public contracting. If an out-of-state bidder fails to provide the required attorney opinion, the bid will be deemed non-responsive. This requirement is mandated by Section 287.084(2), Florida Statutes, and ensures compliance with state preference laws during the procurement process.
