About this file
This is a Firm Transportation Service Agreement between Florida Gas Transmission Company, LLC (Transporter) and the State of Florida, Department of Management (Shipper) for natural gas transportation services under Rate Schedule FTS-1, Contract No. 5085. The agreement establishes transportation capacity for natural gas delivery across specified receipt and delivery points, with the Maximum Daily Transportation Quantity (MDTQ) and individual receipt point Maximum Daily Quantities (MDQ) detailed in attached exhibits. The agreement was originally dated November 1, 1993, and has undergone 15 amendments. The contract was extended through a 10-year rollover provision, with an effective termination date extension from September 30, 2023, through September 30, 2033. The agreement was executed on August 31, 2022, by Beth Hickey, EVP - US Gas Pipelines for the Transporter, and Brandon Spencer, State Purchasing Deputy Director for the Shipper.
The service agreement establishes the terms under which the Transporter receives natural gas tendered by the Shipper at designated receipt points and transports it to specified delivery points, with capacity limitations defined by the MDTQ and MDQ parameters. The Transporter's fuel charges and rate schedules are governed by Federal Energy Regulatory Commission (FERC) regulations and may be adjusted periodically in accordance with FERC orders and filings. The agreement incorporates Rate Schedule FTS-1 as filed with FERC, which contains pricing, operational procedures, and terms of service. Specific exhibits attached to the agreement define the seasonal MDTQ allocations by division and the receipt and delivery points for natural gas transportation.
