About this opportunity
The Iowa Department of Administrative Services is seeking competitive sealed bids for a construction contract to replace domestic water mains at the Mt. Pleasant Correctional Facility located at 1200 E Washington Street, Mt. Pleasant, Iowa. This project involves the demolition and replacement of hot water, cold water, and hot water recirculation piping systems throughout the facility, including work in the main building, powerhouse, connecting tunnels, and east and west wings. The scope includes removal of existing water softeners, water heaters, brine tanks, and recirculation pumps; installation of new welded stainless steel piping for domestic hot water and recirculation mains, grooved stainless steel piping for cold water mains, and threaded stainless steel for branch piping with isolation ball valves; installation of a new ECM recirculation pump (Bell & Gossett EcoCIRC XL 65-130); provision of fiberglass insulation with service jackets and PVC fitting covers; and associated electrical work complying with the 2024 Uniform Plumbing Code and 2023 National Electric Code. Bidders must be registered as construction contractors with the Iowa Labor Commissioner and must comply with all affirmative action and equal employment opportunity provisions. The project will be awarded on a lump sum basis to the lowest responsible bidder. All bids must be submitted electronically through the IMPACS Electronic Procurement System by 3:00 pm on February 25, 2026, with bid opening occurring at 4:00 pm the same day via Google Meet and teleconference. An optional pre-bid meeting is scheduled for Thursday, February 12, 2026, at 9:00 am at the facility location, with attendance highly recommended. Questions and substitute product requests must be submitted in writing by 3:00 pm on February 17, 2026, to Issuing Officer Katelyn Howells at (515) 721-7856 or construction.procurement@iowa.gov. Construction is anticipated to begin on April 17, 2026, and conclude by August 25, 2026, with final completion and closeout documentation due by October 28, 2026.
All bids must be accompanied by bid security equal to five percent of the total bid amount in the form of a bid bond, cashier's check, or certified check drawn on a solvent United States-chartered bank, and the successful contractor will be required to maintain comprehensive insurance coverage and provide performance and payment bonds. The bid form includes one base bid package and two alternate options, with Alternate 1 specifying PEX piping instead of stainless steel for cold water mains. Bidders must identify themselves as either Resident Bidders or Nonresident Bidders in accordance with Iowa Code Section 73A.21 and must identify all subcontractors and suppliers within forty-eight hours of the bid submission deadline. The project is exempt from Iowa sales tax and Davis-Bacon wages do not apply. Project documents were prepared by MODUS Engineering and are available from Rapids Reproductions beginning February 4, 2026, with construction management provided by McGough Construction. Special attention is required for compliance with NESHAP and OSHA regulations due to a limited asbestos and lead-containing paint survey conducted in December 2025 that identified thermal systems insulation containing chrysotile asbestos in the powerhouse and lead-containing paint on various substrates throughout the facility. The contract award value is not specified in the available procurement documents; however, bidders must provide pricing for both the base bid and alternate options, with all bids remaining valid for thirty calendar days after the due date.
