About this opportunity

The Rhode Island Division of Purchases is soliciting proposals for window blinds, shades, and accessories under solicitation OEV27007096, a multi-agency Master Price Agreement with proposals due December 3, 2026, at 11:00 a.m. Minority Business Enterprise and Women Business Enterprise participation is required: vendors must submit a completed MBE Participation Acknowledgment Form with their proposal, and Rhode Island General Laws 37-14.1 mandate a minimum of 15 percent of procurement dollar value awarded to MBE- or WBE-certified businesses. When awards issue, user agencies must request quotes from at least one certified MBE, WBE, or VBE vendor among their three minimum quotes.

Vendors must furnish, install, repair, and service window treatments throughout Rhode Island on an as-needed basis, with products meeting NFPA standards and ANSI/WCMA A100.1-2012. Vendors must provide a two-year manufacturer warranty covering materials and workmanship. Pricing requires percentage discounts off manufacturer list prices, inclusive of delivery and standard installation, with separate product-only pricing; hourly rates for normal working hours (6:00 a.m. to 6:00 p.m.), after-hours installation, service calls, and repair labor; and disposal fees for existing materials. Minimum pricing covers at least five line items specifying manufacturer, catalog number, catalog date, and warranty. No minimum order charges are permitted, and deliveries go FOB client agency designated destination.

Evaluation is pass/fail on Rhode Island contractor registration, qualifications, and three references, and the State reserves the right to make single or multiple awards. Agencies then evaluate pricing through mini-bids issued to approved vendors. Customers include state agencies, quasi-governmental organizations, municipalities, and the Legislative and Judicial branches. The contract term runs through September 30, 2029, and pricing sheets set a base period of January 1, 2027, through December 31, 2029, with two renewal options through December 31, 2031. The State withholds a 0.33 percent contract administrative fee from all invoices. Vendors must carry $1 million per occurrence and $1 million general aggregate liability, $100,000 per accident workers compensation, and $1 million per occurrence automobile liability. Prevailing wage requirements under R.I. Gen. Laws 37-13-1 et seq. apply. No guaranteed volume is assured to qualified vendors.

Vendors must respond electronically through Ocean State Procures; mailed, emailed, faxed, or hand-delivered proposals will not be accepted. No public bid opening is scheduled, and vendor names will be announced upon receipt.
