About this file

This is a Prevailing Wage State Contract Addendum issued by the Rhode Island Department of Labor and Training for solicitation OEV27007096 regarding window blinds, shades, and accessories under Master Price Agreement 564. The addendum establishes prevailing wage requirements applicable to public works projects funded with state or municipal dollars exceeding $1,000. Contractors and subcontractors must submit lists of subcontractors, pay prevailing wage employees weekly, post wage rate scales and Department of Labor and Training posters at work sites, and verify current prevailing wage rates annually via Sam.Gov or QR code by July 1st of each year through contract completion. For contracts of $1,000,000 or more (excluding road, highway, or bridge projects), contractors must maintain a fully executed Rhode Island Certified Prevailing Wage Daily Log at the work site listing employees for each day. Monthly submission of Rhode Island Certified Weekly Payroll Forms is required to the awarding authority. The contract term runs through September 30, 2029, with two renewal options through December 31, 2031, and proposals are due December 3, 2026, at 11:00 a.m.

Contractors must ensure all covered prevailing wage employees on projects costing $100,000 or more obtain OSHA 10-hour construction safety certification and possess appropriate Rhode Island trade licenses. Healthcare benefits from licensed third-party providers are required for covered employees, with exemptions for those receiving benefits through family relationships, military service, or Veterans Affairs, or those employed on a short-term basis of 90 days or less. Contractors working more than 90 days must provide all hourly fringe benefits through a bona fide fringe benefit plan; as of July 1, 2025, cash payment credits against hourly fringe benefits are prohibited. Violations of certified weekly payroll and daily log requirements result in minimum penalties of $100 per calendar day of noncompliance. Minority Business Enterprise and Women Business Enterprise participation is mandated with a minimum 15 percent of procurement dollar value awarded to certified MBE or WBE businesses. Vendors must carry $1 million per occurrence and $1 million general aggregate liability insurance, $100,000 per accident workers compensation, and $1 million per occurrence automobile liability. The State withholds a 0.33 percent contract administrative fee from all invoices.
