About this file

This is an Open Enrollment Vendor Assessment Form for a Rhode Island Division of Purchases solicitation (OEV27007096) for a Master Price Agreement (MPA 564) in Fiscal Year 2027 covering window blinds, shades, and accessories. Vendors must furnish, install, repair, and service window treatments throughout Rhode Island on an as-needed basis. Products must meet NFPA standards and ANSI/WCMA A100.1-2012 specifications, with a two-year manufacturer warranty covering materials and workmanship. The proposal submission deadline is December 3, 2026, at 11:00 a.m., with responses required electronically through Ocean State Procures. The contract term runs through September 30, 2029, with two renewal options extending through December 31, 2031. No public bid opening is scheduled, and vendor names will be announced upon receipt of proposals.

Vendors must submit Rhode Island contractor registration documentation, detailed qualifications describing locksmith experience, three references, two pricing schedules with percentage discounts off manufacturer list prices (inclusive of delivery and standard installation), and separate product-only pricing including hourly rates for various service categories and disposal fees. Minimum pricing must cover at least five line items with manufacturer, catalog number, catalog date, and warranty information. A Minority Business Enterprise Participation Acknowledgment Form is required, and Rhode Island General Laws 37-14.1 mandate minimum 15 percent of procurement dollar value awarded to MBE- or WBE-certified businesses. Prevailing wage requirements under R.I. Gen. Laws 37-13-1 et seq. apply. Vendors must carry $1 million per occurrence and $1 million general aggregate liability insurance, $100,000 per accident workers compensation, and $1 million per occurrence automobile liability. The State withholds a 0.33 percent contract administrative fee from all invoices. No guaranteed volume is assured to qualified vendors, and evaluation is pass/fail based on contractor registration, qualifications, and references, with the State reserving the right to make single or multiple awards.
