About this opportunity

The State of Rhode Island is establishing a qualified-vendor list for Photographer Services through Master Price Agreement 214 (MPA 214), an open-enrollment procurement with multiple awards at the State's discretion, with initial proposals due September 15, 2026, at 12:00 p.m. and contract term through December 29, 2028.

Vendors must acknowledge Rhode Island General Laws 37-14.1, which mandates a minimum 15% minority and women business enterprise participation (MBE, WBE, or VBE certification) of the total dollar value of state-funded procurements.

The scope requires three years of professional photography experience and demonstrated expertise in commercial photography, portraiture, and photojournalism with proficiency in location and studio lighting. Vendors must identify their areas of expertise (e.g., aerial, architectural, event, headshot, landscape, photojournalism, product, sport) through Attachment A. All deliverables become property of the hiring agency with unlimited use rights across web, social media, print, video, and promotional materials; vendors receive a single shooting fee per assignment regardless of usage scope and may not subcontract without agency approval. Deliverables must be self-edited digital RGB JPEG files at 300 DPI minimum resolution (11" × 18" minimum), include comprehensive metadata, maintain five-year archival records, and meet quick-turnaround requirements including same-day or 24-hour delivery when required. Artificial intelligence use is prohibited during shooting and editing.

No guaranteed purchasing volume is committed to any vendor. Pricing will be determined through individual scope-of-work mini-bids issued to selected vendors when agencies identify specific needs. A contract administrative fee of 0.33% of total annual contract value will be withheld by the State. Required insurance includes general liability ($1 million per occurrence), workers compensation ($100,000 each accident), and automobile liability ($1 million combined single limit). The MPA is available to any State agency, municipalities, quasi-governmental organizations, and the Legislative and Judicial branches. Evaluation occurs on a pass/fail basis: previous experience, areas of expertise, ten example photographs, and availability schedule. All proposals must be submitted electronically through Ocean State Procures. Questions were due August 31, 2026.
