OEV27006928 MPA 214 Photographer Services – Solicitation Specifications
This is a solicitation specifications document issued by the State of Rhode Island's Division of Purchases to establish a qualified vendor list for photographer services. The State seeks to make multiple awards at its discretion based on vendor expertise, rates, and availability. Photographers will be hired on an as-needed basis to provide shooting services for various state agencies, with vendor selection dependent on project requirements and scheduling. Proposals were due by September 15th at 12:00 p.m. for evaluation and award determination. No specific contract term or renewal options are outlined in the specifications; instead, this appears to establish an indefinite vendor list for ongoing, project-based engagements across state agencies.
Vendors must possess three years of professional photography experience and demonstrate expertise in commercial photography, portraiture, and photojournalism, with proficiency in location and studio lighting techniques. All deliverables become the property of the hiring agency with unlimited use rights across web platforms, social media, print, video, and promotional materials; vendors receive a single shooting fee regardless of departmental usage and may not subcontract without agency approval. Vendors must furnish all equipment, provide self-edited digital RGB images in JPEG format at 300 DPI resolution (minimum 11" x 18"), maintain consistent file naming conventions, include comprehensive metadata, maintain five-year archival records, and deliver quick turnaround times including same-day or 24-hour delivery when required. Artificial intelligence use is prohibited during shooting and editing processes. Evaluation occurs on a pass/fail basis across four criteria: previous experience, areas of expertise, example photo samples (10 photographs required), and availability schedule. No pricing information, set-asides, or funding amounts are specified in these specifications.
