About this file

This is a Minority Business Enterprise (MBE) Participation Acknowledgment form issued by the State of Rhode Island's Division of Equity, Diversity and Inclusion for use in the Photographer Services procurement (MPA 214). The form serves as a pre-authorization document for prime contractors bidding on state-funded projects and requires contractor acknowledgment of Rhode Island's statutory requirements regarding minority and women-owned business enterprise participation. Proposals for this solicitation were due by September 15th at 12:00 p.m., with multiple awards anticipated based on vendor qualifications, expertise, rates, and availability.

Rhode Island General Laws 37-14.1 mandates that minority and women business enterprises, including those certified as MBE, WBE, or VBE (Veteran-Owned Business Enterprise), be awarded a minimum of 15 percent of the total dollar value of all state-funded procurements and projects. By signing the acknowledgment form, contractors confirm their understanding of and commitment to these requirements, including the obligation to submit executed subcontractor agreements to the MBE Compliance Office, provide monthly payment verification reports, immediately notify the office of any vendor or subcontractor changes or change orders, and accept potential non-compliance sanctions under state law. Contractors must indicate their business certification status and initial each acknowledgment section to demonstrate full comprehension of these mandatory compliance conditions.
