About this opportunity
The Rhode Island Department of Education (RIDE) is issuing a Master Price Agreement (MPA 581) solicitation for curriculum-based professional learning (CBPL) services serving Pre-Kindergarten through Grade 12 educators across the state. This open enrollment procurement seeks multiple vendors specializing in high-quality, targeted professional learning designed to enhance instructional practices and improve equitable student outcomes through effective implementation of high-quality curriculum materials (HQCMs) in English Language Arts, Mathematics, Science, and Social Studies. Vendors must submit technical proposals limited to twenty pages (excluding appendices and staff resumes) addressing staff qualifications, vendor capability and capacity, professional learning services information, and approach/methodology. The scope of work requires that professional learning be student-focused, aligned with school or district curriculum and improvement plans, rigorous and relevant, incorporate active learning, support job-embedded collaboration, model evidence-based practices, provide coaching and expert support, offer formative feedback and reflection opportunities, and be ongoing and sustainable. Deliverables include various professional learning structures such as workshops, coaching, learning walk support, self-paced learning, and collaborative planning support, with vendors specifying frequency of sessions, tiered cost models, maximum participant numbers, and delivery methods (blended, in-person, virtual synchronous or asynchronous). Proposals are evaluated on a 100-point scale across four criteria: Staff Qualifications (20 points), Vendor Capability, Capacity, and Qualifications (10 points), Vendor Information on Professional Learning Services (50 points), and Approach/Methodology (20 points), with a minimum score of 80 points required to advance to the qualified vendor list. The proposal due date is November 30, 2028, with the initial contract period of approximately three years and potential renewal for up to one additional 12-month period.
Rhode Island has established a Minority Business Enterprise (MBE) participation requirement, mandating that prime contractors identify their business enterprise certification status (MBE, Women Business Enterprise (WBE), Veteran-Owned Business Enterprise (VBE), or N/A) and acknowledge compliance with the state's requirement to include certified minority and women-owned businesses with a minimum 15% dollar value allocation on state-funded procurements. If awarded, vendors must submit executed subcontractor agreements to the MBE Compliance Office and provide monthly reports verifying payments to MBE subcontractors, with non-compliance subject to sanctions under Rhode Island General Laws 37-14.1. All vendors must register in Ocean State Procures and complete the Vendor Certification Questionnaire, with proposals submitted electronically through that platform before the deadline; no other submission methods are accepted. Required insurance includes General Liability coverage of $1,000,000 per occurrence, Workers Compensation of $100,000 each accident, and Automobile Liability of $1,000,000 combined single limit. The solicitation utilizes a two-stage evaluation process where technical proposals are reviewed first, and then when specific projects arise, individual agencies issue scope-of-work mini-bids to qualified vendors for price quotes with no guaranteed purchasing activity or business volume to any awarded vendor. A contract administrative fee of 0.33% of annual contract spend applies to all eligible contracts effective January 1, 2026. No specific budget range is provided in the solicitation; instead, pricing is determined through individual mini-bid processes for specific projects undertaken by state agencies, political subdivisions, municipalities, higher education institutions, and quasi-public agencies that utilize the qualified vendors list.
