About this opportunity
Palm Beach County Board of County Commissioners Purchasing Department is issuing a Request for Pre-Qualification (RPQ) for moving services on a lump sum, term contract basis. The procurement seeks to establish a pre-qualified vendor list to provide moving services for various county departments relocating office setups consisting of free-standing furniture, office equipment, desks, chairs, file cabinets, bookshelves, and shelving units between buildings or within the same building, with modular furniture explicitly excluded from the scope. Vendors must provide a lump sum price that includes all supervision, labor, equipment, materials, tools, machinery, transportation, and other services necessary to fully complete each moving project. The contract term is sixty (60) months or until estimated funding is expended, with an anticipated value of $1,541,800 over this period. Pre-qualified vendors will be notified of projects on an as-needed basis and must submit written quotations within five (5) business days of notification or be considered a "no quote." Each project will be awarded to the vendor offering the lowest fixed price, subject to applicable preferences and insurance requirements. The initial submission deadline for pre-qualification is August 28, 2030, at 4:00 p.m., with new vendors permitted to submit at any time thereafter for evaluation and addition to the pre-qualified list. Vendors must maintain Commercial General Liability Insurance with limits of not less than $500,000, Business Auto Liability Insurance at $500,000 Combined Single Limit, Motor Truck Cargo Insurance at $100,000, and Workers' Compensation Insurance in accordance with Florida Statute Chapter 440.
Small Business Enterprise (SBE) price preferences are available under this contract, with certified SBEs submitting bids within ten percent (10%) of the lowest non-SBE bid eligible to receive the award at their bid price. Local preferences of five percent (5%) are available for vendors with permanent places of business in Palm Beach County or the Glades, as applicable. All respondents submitting bids must complete and execute the required Office of Equal Business Opportunity (OEBO) schedules both during the bidding process and when submitting payment requests following contract award, including Schedule 1 identifying all subcontractors and subconsultants and their SBE certification status, Schedule 2 executed by all subcontractors and subconsultants, Schedule 3 submitted with each payment request detailing subcontracting information, and Schedule 4 documenting actual payments made to each subcontractor or subconsultant. The contract is funded through Palm Beach County appropriations, with federal funds potentially involved for certain projects. Payment is made upon acceptance of completed work as signed off by the designated county representative, and vendors must submit all pending invoices within forty-five (45) business days after contract termination or expiration. No mandatory site inspection is specified; however, vendors are advised to visually inspect sites where projects will be performed. The county reserves the right to increase or decrease the anticipated value and re-advertise as needed.
