About this opportunity
Palm Beach County, through its Board of County Commissioners Purchasing Department, is issuing a Request for Pre-Qualification (RPQ) for window/door and commercial glass repair and replacement services on a 60-month term contract basis. The procurement seeks to establish a pre-qualified vendor list to provide repair and replacement services for commercial window/door glass throughout Palm Beach County, with the scope of work including replacement of glass, caulk, and rubber seals at all building heights from one-story buildings to high-rises. The solicitation is divided into three lots: Lot #1 covers countywide service excluding Palm Beach International Airport (PBIA) and the Glades Area; Lot #2 covers the Glades Area; and Lot #3 covers PBIA only. All services must comply with applicable local, state, and federal safety regulations and industry standards, including current Florida Building Code standards and manufacturer specifications. The initial Request for Pre-Qualification submission deadline was March 21, 2024, at 4:00 p.m.; however, new vendors may submit at any time after the initial deadline for evaluation and inclusion on the pre-qualified list. Required qualifications include Commercial General Liability Insurance of at least $500,000 per occurrence and Business Auto Liability Insurance of at least $500,000 combined single limit for Lots #1 and #2 (increasing to $5,000,000 for both coverages under Lot #3 for PBIA), current state licensing as a General Contractor, Building Contractor, or Glass and Glazing Contractor, a minimum of three professional references demonstrating similar services within the past three years, and current Palm Beach County Business Tax Receipts. Pricing for projects will be submitted on an as-needed basis through delivery orders, with each project awarded to the responsive and responsible vendor offering the lowest fixed price.
This procurement incorporates a Small Business Enterprise (SBE) price preference whereby certified SBE bids within 10 percent of the lowest non-small business bid will receive the award at their bid price, and vendors must comply with the County's Equal Business Opportunity (EBO) Program. All vendors must comply with federal compliance requirements including Davis-Bacon prevailing wage standards (if applicable), Equal Employment Opportunity provisions, Criminal History Records Check requirements for certain County facilities, and E-Verify employment eligibility verification. The anticipated total expenditure value for the contract is $636,500, with the County reserving the right to increase, decrease, or re-advertise for services at any time after the anticipated value is reached. Vendors are responsible for all labor, equipment, materials, transportation, and insurance as a fully inclusive lump-sum price with no additional compensation permitted. No incumbent vendors or existing contractors are identified in the solicitation documents. The contract structure allows individual agency purchase orders or task orders to be issued under the master contract, providing streamlined procurement while ensuring vendor qualifications meet County standards.
