About this opportunity
Palm Beach County Board of County Commissioners is issuing a Request for Pre-Qualification (RPQ) for pressure cleaning services under a sixty-month term contract. The procurement covers three distinct lots: Lot #1 for countywide facilities excluding Palm Beach International Airport, Lot #2 for PBIA landside operations, and Lot #3 for PBIA airside operations. Services include pressure cleaning and preparation of multiple surface types including buildings, concrete walkways, asphalt parking areas, wood structures, and picnic shelters to remove stains, mildew, algae, and accumulated grime. Pre-qualified vendors will submit lump-sum pricing on a project-by-project basis for all labor, equipment, materials, supervision, and services, with prices remaining firm for ten days from submission. Vendors must provide three professional references with recent similar work experience, maintain current business tax receipts and applicable licenses, comply with criminal history records checks, and submit required certifications regarding non-discrimination, debarment, lobbying restrictions, and human trafficking compliance. The initial submission deadline is February 13, 2031, at 4:00 P.M., though vendors may submit pre-qualifications at any time thereafter for evaluation and addition to the qualified vendor list. Projects equal to or exceeding the Mandatory Bid Amount of $150,000.00 will be separately solicited through formal competitive sealed bid processes.
Insurance requirements vary by lot assignment, with Lot #1 requiring $500,000 Commercial General Liability and $500,000 Business Auto Liability; Lot #2 requiring $1,000,000 Commercial General Liability and $500,000 Business Auto Liability; and Lot #3 requiring $5,000,000 Commercial General Liability and $5,000,000 Business Auto Liability. Small Business Enterprise (SBE) price preference provisions allow certified SBEs within ten percent of the lowest non-SBE bid to receive contract awards. Local preference ordinances apply, providing a five percent decrease to local and Glades business quotes for evaluation purposes only. The County will award each project to the lowest responsive, responsible vendor subject to these preferences. The anticipated total contract value during the sixty-month period is $1,158,292.00, though the County reserves the right to increase or decrease this amount as necessary. Federal funding sources and applicable federal regulations, including Davis-Bacon requirements for construction work, apply to this procurement. No incumbent vendors or current contractors are identified in the solicitation materials.
