About this opportunity
The Martin Luther King Corridor Improvement Authority (MLK CIA) in Jackson, Michigan is requesting proposals for professional property management services to maintain an inventory of properties within its development area, with proposals due August 13, 2026 at 1:00 PM EST via the City of Jackson e-Procurement Portal.
The scope encompasses property administration, procurement, rent collection, vendor oversight, site visits, and building and grounds maintenance across a current portfolio of two owned properties with one leased, plus up to 11 additional properties the MLK CIA is negotiating to acquire by the end of Q4 2026. The full portfolio spans approximately 13 properties totaling roughly 65,000 square feet across 3.82 acres, including vacant land, vacant buildings, and occupied commercial properties with mixed former uses (churches, offices, schools, retail). Services include debris cleanup and stabilization of vacant structures, grounds maintenance, repairs, utility coordination, lease management, and compliance administration. The contractor must secure competitive bids for work exceeding $2,500 and obtain prior owner approval for expenditures above this threshold, except in emergencies.
Compensation is structured as a monthly management fee drawn from an operating account, with the contractor proposing a monthly not-to-exceed amount and total yearly not-to-exceed compensation. The contract term is one year with possibility for renewal, and services must commence no later than September 2026. The contractor must carry professional liability insurance with minimum limits of $1,000,000 per claim (or $500,000 for lower-cost projects), commercial general liability and automobile liability insurance with $500,000 minimum limits per occurrence naming the City of Jackson and MLK CIA as additional insureds, and valid Worker's Compensation and Employer's Liability Insurance as required by Michigan. The contractor must also provide fidelity bonding equal to three months of gross potential income and establish separate bank accounts for operating funds and security deposits.
Proposers must submit a business profile demonstrating relevant experience, identification of key personnel, a standard rate sheet, and a completed proposal form. Questions may be submitted through the City of Jackson e-Procurement Portal until August 10, 2026 at noon. The MLK CIA reserves the right to conduct interviews with leading applicants and to accept or reject any proposal in whole or in part.
