About this opportunity

The Maryland Department of Transportation Maryland Transit Administration (MDOT MTA) is seeking proposals for a Metro Tunnel Cellular Service project (RFP No. MTR-21-014-RV). The objective is to provide standard cellular voice, text, data, and video transmission services to MDOT MTA customers within the approximately 12.4 miles of Metro tunnels, as there is currently no commercial communications infrastructure to allow patrons to use their personal cell phones. The selected Contractor will be required to design, construct, install, operate, and maintain a cellular telecommunications neutral host and associated Distributed Antenna System. Proposals are due on November 22, 2021 at 2:00 PM local time, with previous due date extensions announced in Addenda 3, 6, 7, 8, 11, and 14. Site visits and pre-proposal meetings were held as described in Addenda 1, 2, and 10. The contract will have a 10-year base period with two 5-year renewal options.

This is an open competitive procurement with no Minority Business Enterprise or Veteran Small Business Enterprise subcontracting goals. The project is not funded with federal dollars and is not designated as a Small Business Reserve procurement. The RFP does not identify any incumbent vendors or current contractors. The project will be revenue neutral, with the selected Contractor recouping its costs by charging fees to other carriers to access the network and their patrons' usage. No specific award value or budget range was provided in the RFP documents.

Opportunity text

MDOT MTA is looking to provide METRO patrons with standard cellular services within the METRO tunnels, consisting of two tunnels approximately 6.2 miles long, or 12.4 miles (65,000ft) of tunnel in total. Currently, there is no commercial communications infrastructure to allow MDOT MTA customers to utilize their personal cell phones while within the METRO tunnels. This is a safety issue as, in not providing access to a cellular signal, the person does not have the ability to reach nor be reached by emergency services
