About this file
This document is Addendum 4 to a Request for Proposals (RFP) issued by the Maryland Department of Transportation (MDOT) and Maryland Transit Administration (MTA) for the Metro Tunnel Cellular Service project. The RFP seeks to provide cellular service coverage within the 12.4 miles of METRO tunnels in Maryland. The addendum includes responses to vendor questions, a new bid submission deadline of August 4, 2021, and an attendee list from the pre-bid conference. The RFP requires the selected vendor to own, operate, and maintain the cellular network infrastructure within the tunnels. MTA will provide staging areas, access to back-of-house areas, and limited electrical power at the stations and a base station hotel location. Vendors are responsible for providing all other infrastructure, equipment, and cabling required to deliver the cellular coverage.
The RFP does not include pricing, as this is not a priced contract. MTA will not transfer ownership of the network to the agency upon completion. Vendors must comply with security and confidentiality requirements, including executing a non-disclosure agreement to access tunnel drawings. MTA expects future demand for the METRO system to increase, though specific ridership projections were not provided.

MTA Response to Question 22: As we do not have the design, MTA was providing one (1) 120VAC@15A service drop at each station, and three (3) 120VAC@15A drops at the BSH.
Vendor Question 23: Will MDOT provide one AC Circuit (with power backup) with-in 3’ of all Remotes to include tunnels and stations at no cost.
MTA Response to Question 23: The superlative requires knowing the design therefore, MTA will provide one (1) AC 120V 15A at each station and will provide (3) AC 120V 15A drops at the BSH. The location of the drops will be determined by the design.
Vendor Question 24: Please confirm that all electric usage is free of charge.

MTA Response to Question 27: Along the trapezes within the station public areas rigid conduit is required with spacing between data and power, at each end flexible conduit is acceptable for terminations into equipment or panels.
Vendor Question 28: Will the roof above the BSH be available for the installation of GPS antennas as needed? Will MDOT provide a conduit riser to the roof for the cables or fiber to these antennas?
MTA Response to Question 28: The roof above the BSH will be available for GPS installations. No, MTA will not be providing a riser, we see this as the responsibility of the selected vendor.
