About this file

This document is Addendum No. 12 issued by the Maryland Transit Administration (MTA) for the Metro Tunnel Cellular Service project, MTR-21-014-RV. The addendum provides responses to 17 questions from prospective proposers and includes the updated Insurance Requirements attachment. The project aims to provide cellular service coverage within the MTA's metro tunnels, which span approximately 12.4 miles. The addendum clarifies details such as the three viable options for the Base Station Hotel, the responsibilities for preparing the primary HUB space, power and HVAC provisions, access to the HUB space, and the potential for expanding the available space. The deadline for this procurement has been extended, as noted in Addendum No. 11.

The updated Insurance Requirements attachment outlines the coverage and limits required for this project. While the primary HUB space is at least 1500 cubic feet, the actual square footage will depend on the design and the number of racks required. MTA will provide access to the tracks from the Base Station Hotel, but the selected vendor will be responsible for providing the necessary conduit. The vendor will have 24/7 access to the HUB space, though escorts are required, and their availability may be limited except in emergency situations.

Vendor Q&A

MTR-20-014-RV RFI Document

1. Please confirm there are three options at Lexington Market for a potential future HUB.

A: Yes, currently, we are looking at 3 viable options for the Base Station Hotel. MTA with the selected vendor will determine which facilities will be used.

2. Please confirm that the Primary space (HUB space) is the same as the original space from the first RFP attempt as discussed at the 10/26 site visit.

A: Yes, one of the 3 viable locations is the original space from the 1st RFP release.

3. Please confirm if you will get the primary space ready for provider to drop in cabinets.

A: The responsibilities will be discussed and negotiated with the selected vendor. As we are not aware of what is encompassed in the words “confirm if you will get the primary space ready for provider to drop in cabinets.”

4. Will you fence in the primary HUB area from the door, to the hallway, to the adjacent wall?

A: It depends on the Base Station Hotel agreed location with the awarded vendor.

However, the office space would not have fencing involved.

5. What is the total square footage for the primary HUB option?

A: It would be at least 1500 Cubic ft. However, the actual square footage would be dependent on the design and how many racks are required in your design.

6. Will you provide power?

A: Yes, with redundant feeds to the BSH.

7. Will you provide Backup power?

A: No.

8. Will you provide HVAC sufficient for the HUB design?

A: This is a design dependent requirement as in how many additional BTUs are being added to the room. In the current understanding of the possible design Yes, MTA will provide.

9. Will you provide overhead ladder racking to pull cables in the HUB?

A: No.

10. Will you provide conduit space from the HUB to the tracks and stations?

A: No. We provide the pathways not the conduit itself.

11. If there is existing conduit and access from the HUB space to the tracks, can it be used by the provider of the neutral host DAS system?

A: MTA will provide access to the tracks from the BSH.

Vendor Q&A (cont.)

12. Will the provider have 24/7/365 access to the HUB space?

A: Yes, upon vendor coordination with Escorts. Escorts are required. Escorts are not immediately available except in emergency situations.

13. Concerning the potential HUB labeled as room 305: How many square feet is the available space?

A: At least 1500 Cubic feet. This can vary, depending on the selected provided design requirements.

14. Concerning the potential HUB labeled as room 305: will you consider tearing down the partition wall and doubling the space?

A: This item will be negotiated with the awarded vendor. MTA sees the possibility but would want to make sure that’s where the Base Station Hotel is agreed to be placed.

15. Addendum #9 responses to questions 27 and 52: there are references to updated Insurance Requirements. Can you please provide these updated Insurance Requirements?

A: Procurement will release a addendum. See attachment.

16. Could you please provide scale or direct me where to find scale for drawings?

A: Yes. the scale is represented by the platform length provided in the original information, the platform is the known quantity which can be extrapolated to the other floors of the stations by comparison.

17. Also, do you still anticipate the deadline getting another extension?

A: Yes, the deadline was extended in Addendum # 11.
