About this opportunity

City Colleges of Chicago is requesting proposals for Mental Health Consultation Services to support five Child Development Laboratory Schools across Chicago under RFP NC2616, with proposals due August 7, 2026 at noon CST and a pre-proposal conference on July 13 at 11:00 a.m. via Zoom. The RFP establishes MBE/WBE participation goals of 25% for minority-owned businesses and 7% for women-owned businesses.

The contractor will deliver Mental Health Consultant services to all five campuses serving sixteen classrooms, with services required at least twice monthly per campus. Services must be consistent, equitable, culturally and linguistically responsive, and fully compliant with Office of Head Start Performance Standards. State-licensed mental health professionals with early childhood expertise are required; Spanish-speaking consultants are a mandatory component. The contractor must provide trauma-informed care, comprehensive documentation and reporting, participation in staff development and classroom observations, and family engagement activities. Work is performed at five Child Development Laboratory Schools within the Chicago area.

The contract term is thirty-six months with two optional one-year renewal extensions, subject to satisfactory performance and continued funding availability. Renewal rate increases are not to exceed 4% per fiscal year. Proposers must submit detailed pricing using a City Colleges of Chicago–provided cost template that specifies hourly rates, estimated annual hours, and total costs aligned with proposed staffing levels, service hours, and deliverables across consultation rates (onsite and virtual), training and professional development, administrative costs, and bilingual consultation services. Failure to provide complete pricing information renders the proposal non-responsive.

Insurance requirements include workers' compensation, commercial liability at $5 million per occurrence, cyber liability at $5 million, and professional liability at $5 million. The contractor must comply with background checks required by Chicago Department of Family and Support Services, Illinois Department of Children and Family Services, and Chicago Public Schools. Proposers must declare intent to submit by August 5 at noon CST and submit questions by July 16 at noon CST through the EUNA Procurement Portal.
