About this opportunity
The City of Philadelphia is soliciting quotes for additional software licenses under the MDE PeACEqPRO system for the Department of Prisons, with quotes due June 4, 2026. All software purchases are awarded to the City's current software vendors; this procurement does not involve the Local Business Entity (LBE) Program, though vendors must respond to the LBE certification question to proceed.
The scope addresses expansion of the existing PeACEqPRO platform to accommodate 600 additional user licenses, increasing total employee tracking capacity from 2,500 to 3,100 employees. Hosting services and end-user support are included. MdE, Inc. is the incumbent vendor and has submitted a proposal dated March 16, 2026 (valid through September 31, 2026) at a total investment of $12,250 for the additional licenses, with an annual renewal cost of $4,800. The full purchase order amount is due upon receipt of product.
Vendors must submit product literature at the City's request and follow the City's standardized software procurement process through the PHLContracts portal, completing multiple required sections including General, Items, Questions, Terms & Conditions, and Attachments tabs, and resolving all validation warnings before submission. The LGBTQ Applicant Data Form is voluntary and collects information regarding LGBTBE certification through the National LGBT Chamber of Commerce or the Philadelphia-based Independence Business Alliance, as well as other third-party certifications such as MBE, WBE, or disability certifications; submission is optional, and collected data may be used for other projects and made publicly available at the City's discretion.
