About this file

This document is a Seller Software Program Checklist for the City of Philadelphia Procurement Department's PHLContracts platform, establishing procedural requirements for vendors submitting quotes for software purchases. The checklist outlines a twelve-step submission process that vendors must follow to participate in the City's software procurement program. The process requires vendors to complete multiple tabs within the online system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Vendors must confirm their business classification, enter unit costs and any applicable discounts for listed items, answer all mandatory questions, accept terms and conditions, upload required documentation, and submit their completed quote through the PHLContracts portal.

The software procurement process applies to the City's current software vendors and does not involve the Local Business Entity (LBE) Program, though vendors must still respond to the LBE certification question to proceed. Vendors are required to submit product literature upon the City's request and must ensure they are logged into the Seller role rather than the Seller Admin role to complete their submission. Red validation messages will indicate incomplete sections, and all warnings must be resolved before submission is permitted. The document serves as an instructional guide for navigating the City's standardized software procurement system and does not contain specific pricing terms, award dates, contract duration, or other substantive contract details.
