About this opportunity
The Miami-Dade Aviation Department (MDAD) is requesting bids on a full-service HVAC chillers maintenance contract under ITB EVN0060585, with bids due October 14, 2026 and a pre-bid conference scheduled for September 8, 2026 at 9:00 a.m. at Miami International Airport, Building 5A.
The solicitation is structured by five separate zones covering MDAD facilities. Bidders may submit proposals for one, multiple, or all zones, but each bidder may be awarded only one zone. Award will be made by zone to the lowest responsive, responsible bidder evaluated independently and sequentially. The contract term is ten years (120 months), commencing on the first calendar day of the month following Board of County Commissioners approval.
Scope includes comprehensive maintenance, preventive service, repairs, emergency response, chiller overhauls, water treatment programs, and lifecycle management for all HVAC systems, chillers, cooling towers, water treatment equipment, and associated auxiliary systems across the five zones. Contractors must meet Original Equipment Manufacturer standards and comply with all applicable Federal, State, and Local Laws and Environmental Regulations. Bidders must possess a Florida Mechanical Contractor or Class A Air Conditioning Contractor license; EPA Universal Refrigerant Certification for technicians; ASNT NDT Level II and III certifications for testing personnel; and documented references demonstrating experience with HVAC chillers, water treatment, and oil analysis services.
Pricing is unit-price basis through the INFORMS electronic system, with all costs including labor, materials, equipment, mobilization, and disposal fully embedded in bid prices. Initial prices remain fixed for twelve months from the solicitation end date; subsequent adjustments are based on the Consumer Price Index for the Miami-Fort Lauderdale-West Palm Beach area. The contract includes an allowance account not to exceed 20 percent of total contract value for contingencies, price adjustments, additional sites, services, and replacement parts. Insurance requirements are $1,000,000 commercial general liability per occurrence (or $5,000,000 for airfield operations), $1,000,000 automobile liability, and $2,000,000 environmental liability.
Site visits are scheduled for September 8, 9, and 10, 2026 for different facility locations. Bids must be submitted electronically through INFORMS before the deadline. All bid documents and questions must be fully entered and confirmed in INFORMS before the solicitation end date. Procurement contacts are Enkelejda Plasari, Amy Almanzar, and Marie Williams of the Strategic Procurement Department.
