About this opportunity

The Wyoming Department of Administration and Information, Purchasing Section, is soliciting bids on behalf of the Wyoming Oil and Gas Conservation Commission for orphan well site cleanup and remediation work at approximately 15 oil and gas locations in Carbon County near McFadden, Wyoming, with bids due September 14, 2026 and questions due September 8, 2026. Wyoming residents meeting certification requirements receive preference under W.S. 9-2-3204(b)(iv)(G); bidders must obtain a resident certification number by the bid due date.

The scope requires removal of oilfield equipment, flowline abandonment in compliance with WOGCC Rules and Regulations Chapter 4 Section 15(c), abandonment of tank batteries, disposal of unsellable oil (205 barrels at one site), removal of rig anchors, and site restoration including topsoil spreading. Fourteen sites are located on Sims Land and Livestock property and one on Keith Broyles property. Bidders must provide utility locates at each location, valid OSHA safety documentation, a list of all contractor-furnished equipment and third-party subcontractors, and a current rate sheet detailing equipment costs and out-of-scope labor and material rates. All work must comply with local, state, and federal regulations regarding truck loads and lengths.

Bidding packages must include a bid price for each of the 15 designated locations identified by reference number and geographic coordinates. Pricing shall cover all labor, equipment, and disposal costs for in-scope work; out-of-scope work will be billed on a time and material basis using contractor-provided rates, with third-party re-bill charges capped at five percent. Project execution is contingent upon inspection and acceptance of contractor equipment by WOGCC onsite supervisors. Work must begin upon contract execution and be completed by April 30, 2027. All submissions are through the Public Purchase online bidding system in PDF, Excel, or Microsoft Office format. Unit prices will govern in cases of extension errors. Payment terms will be negotiated based on a schedule determined by the bidder and State upon successful completion and written agency acceptance.
