About this opportunity

The West Virginia Department of Environmental Protection, Office of Oil and Gas, is soliciting bids under ARFQ DEP27-033 for permitting, plugging, and wellsite reclamation of nineteen orphaned and abandoned wells in Wood County, with a mandatory pre-bid meeting on December 2, 2026. The contract is federally funded under Section 40601 of the Infrastructure Investment and Jobs Act and is subject to Davis-Bacon prevailing wage and Buy America requirements. Contractors must maintain at least seventy-five percent of employees from the local labor market.

Scope covers permitting and paired plugging and reclamation for each well, identified by API number and located primarily in the Boaz and Williamstown areas. Vendors must price permitting, individual well plugging, and wellsite reclamation separately for each of the nineteen wells. Commercial General Liability and Automobile Liability insurance must carry minimum limits of $2 million for bodily injury and property damage per occurrence.

The bid bond equals 5% of the total bid amount. Before award, apparent successful vendors must furnish performance and labor/material payment bonds, each equal to 100% of contract value. The apparent low bidder must submit a signed and notarized drug-free workplace affidavit and a subcontractor list identifying all subcontractors performing more than $25,000 of work, if applicable.

The contract runs one year initially, with up to three successive one-year renewals subject to mutual written consent by the Agency and Vendor and approval by the Department and the Attorney General's office. Pricing is firm for the life of the contract, and unit prices prevail in cases of discrepancy. Liquidated damages are assessed at $1,000 per working day for delays beyond the contract completion period, except for approved extensions or winter shutdowns.

The mandatory pre-bid meeting takes place December 2, 2026, at 9:00 a.m. Eastern at Boaz Mini Golf, 2935 Williams Highway, Williamstown, WV 26187. Technical questions are due December 7, 2026, at 2:00 p.m. Eastern. Bids must be submitted electronically through wvOASIS by December 11, 2026, at 10:30 a.m. Eastern. Contracting officer Herminio David Robles, (304) 414-1155, david.h.robles@wv.gov, handles inquiries. Invoicing and delivery go to the Environmental Protection Office of Oil and Gas at 601 57th Street SE, Charleston, West Virginia.
