About this opportunity

The Mississippi Oil and Gas Board (MSOGB) is requesting sealed bids on plugging, remediation, and reclamation services for nine orphaned oil and gas wells located in Jasper and Jones Counties under IFB RFx No. 3160008162, with bids due December 18, 2026 at 4:00 p.m. CST and a mandatory pre-bid site inspection on October 22, 2026.

The scope covers plugging of seven wells in Jasper County (B.K. Cooley 3-8 No. 1, Lackey Un 18-14 No. 1, Lackey Unit 18-13 No. 1, Masonite et al 14-8 No. 1, Haden-Coit No. 1, Lackey 18-10 No. 1, and Lackey 18-11 No. 1) and two wells in Jones County (W.T. Fall No. 2 and J.J. No. 1), with depths ranging from approximately 5,700 to 10,700 feet. Work includes removal and disposal of all liquids from production vessels and equipment, restoration of well locations with filling and leveling, removal of associated equipment, and compliance with state cement plugging specifications (100-foot cement plug at the base of the Underground Source of Drinking Water with verification by tagging, or alternatively a 200-foot plug). Contractors must submit individual plugging and remediation plans for each well, structured as absolute turnkey bids with individual pricing per well and total contract amount. Contractors must possess a minimum of five years of experience in similar work, maintain a valid Mississippi business license, and provide proof of required certifications and licenses within ten days of intent-to-award notification.

The contract is funded through the Infrastructure Investment and Jobs Act's Orphaned Wells Program in partnership with the U.S. Department of the Interior and is subject to the Build America, Buy America Act requirements and Davis-Bacon Act prevailing wage standards. Insurance requirements include Workers Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Pollution Liability ($2 million per occurrence / $4 million aggregate), and Motor Vehicle coverage. Performance is scheduled to commence February 3, 2027 and conclude by January 31, 2028. Questions are due November 11, 2026, with answers anticipated by November 25, 2026. Award notification is anticipated for January 6, 2027. Bids will be evaluated for responsiveness and responsibility first, then awarded based on lowest cost. The MSOGB reserves the right to reject any or all bids and may substitute wells if non-existent wells are discovered or if wells are acquired by active operators.
