About this opportunity

The West Virginia Department of Environmental Protection's Office of Oil and Gas is soliciting electronic bids through wvOASIS under ARFQ DEP27-034 for permitting, plugging, and reclamation of sixteen orphaned and abandoned oil and natural gas wells in Doddridge County. A mandatory pre-bid meeting is set for December 3, 2026 at 9:00 a.m. Eastern at the well with API #47-017-07028 along Oxford Road, and bids are due December 14, 2026 at 10:30 a.m. Eastern. The source identifies no set-aside or preference program.

The project is federally funded through Section 40601 of the Infrastructure Investment and Jobs Act and is subject to Davis-Bacon prevailing wage requirements, with the Agency providing wage rates before bid closure. Prevailing wage requirements extend to third-party service providers working on project sites, and all workers must be paid weekly. Contractors must carry Commercial General Liability and Automobile Liability insurance with limits of at least $2 million per occurrence, plus Workers' Compensation. They must also comply with drug-free workplace requirements, a local labor market hiring requirement of 75% of employees, and Endangered Species Act and State Historic Preservation Office review requirements. Bidders post a 5% bid bond with their bid. The apparent low bidder must provide a 100% performance bond and a 100% labor and material payment bond before award.

Scope covers permitting for all sixteen wells, well plugging for each well, and wellsite reclamation for each well, with site-specific considerations for each location. The solicitation lists 33 line items, one permitting item plus plugging and reclamation for each well. Bidders propose their own pricing per line item. Pricing is firm for the life of the contract, and unit prices prevail in cases of discrepancy. The contract is fixed-period, with performance beginning upon issuance of a Notice to Proceed.

Liquidated damages are $1,000 per day for each working day of delay beyond the specified completion period. The Department may cancel immediately if materials or workmanship do not conform to specifications, or on thirty days' written notice. Technical questions are due December 8, 2026 at 2:00 p.m. Eastern. The primary contact is Herminio David Robles at (304) 414-1155 or david.h.robles@wv.gov.
